The operative term here is "Must"; when I look at the definition of the term for "visiting scholar" at U of M, it refers to both Americans and foreigners. Only at MSU "must" visiting scholars be foreigners. Am I making an assumption here? Why not just call it a foreign national scholar exchange program or something else equally Orwelllian?

I talked to almost a dozen academics at MSU who were as closely related to the academic scholar program as possible and heard the most eloquent denials (not my department, never heard of it before, 'that's not the real name of the program', etc.) FROM THE SAME INDIVIDUALS WHO DID THE HIRING OF THE VISITING SCHOLARS. It reminded me of the old show "The Prisoner" where someone kept asking the main character for "information" but couldn't quite say what it was.
