EDUCATION:
The U.S. Supreme Court ruled in Plyler v. Doe in 1982 that illegal alien students are entitled to enroll in U.S. public schools at taxpayer expense. The ruling was made immediately prior to the 1986 amnesty and it was believed at the time that the illegal alien students would be amnestied as a result of the program. Also, the number these students was small enough at that time that it would not create a significant hardship on the United States taxpayers.
The Court provided an escape from this directive. It noted in the decision that the congress could reversed the decision if the illegal alien students prove to be a financial hardship to the taxpayers and if the students who are legally residing in this country begin to have their own education negatively impacted by the presence of the illegal alien students. Both of these conditions apply today.
The impact of illegal immigration on education extends beyond the secondary school level. Several states, including California, Kansas, New Mexico, Oklahoma, Texas, Utah, and New York, have passed laws granting in-state tuition rates for illegal aliens, an action in direct defiance of federal laws. Title 8, Chapter 14, Sec. 1623 states: "an alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State....for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit.
Despite the federal statute, U.S. House Speaker Nancy Pelosi (CA) said in February 2007 that she intends to move legislation that would improve citizenship and education opportunities for illegal immigrant students. The proposed federal legislation reverses Arizonia's Proposition 300 requiring public colleges and universities to charge illegal immigrants out-of-state tuition rates.
The Colorado Alliance for Immigration Reform describes in-state tuition for illegals as "an amnesty disguised as an educational initiative." The American Legion agrees."Distrust and caution are the parents of security."

1. When the ruling was made in 1982, it was assumed the illegal immigrants would be covered under the 1986 amnesty and become citizens so the United States would technically not providing education to illegal immigrants except for a 4 year span.
2. Hasn't this ruling been exploited and abused by pro illegal alien groups to use our education system for free by the flood of illegal aliens entering our country since the 1986 amnesty?
3. Congress can reverse this decision if proven the illegal aliens in our school system place a financial burden on taxpayers.

b. Isn't English as a secondary language causing budget deficits in many school districts?
c. Pro illegal immigration groups are demanding some school curriculum be changed to include foreign culture courses added at the expense of U.S. taxpayers. (Example is in Texas.)

4. Some states, in violation of federal law, are allowing in-state college tuition to illegal aliens.

Education-
This is good information. What can we do to inform the public about this?
Any good legal minds out there ? Tell us how to present this to our government. Americans have been disregarded for so long, what hope do we have that any political leader would force a hearing on this?

The long lasting refusal of Hispanic immigrants to embrace education is also evident at the bottom end of the educational spectrum:
· 14.6% of first-generation Hispanics are High School dropouts – versus 4.6% of first generation non-Hispanics
· 15.9% of second-generation Hispanics are High School dropouts – versus 8.2% of second generation non-Hispanics
Excluding the additional costs for subsidized school feeding programs, the average cost of educating children, including the children of illegal aliens, in the nation’s public schools is about $7,524 per child per year. For a K-12 education, that is almost $100,000 per child.
A very high percentage of illegal aliens’ children do not speak English. In the 2004/5 school year in Colorado, 114,857 students, almost 15% of the state’s K-12 public school student population, were English language learners. The state does not ask about citizenship, so the cost of educating children of illegal aliens in Colorado public schools is unknown but somewhere between $500 million and $1.2 billion per year, depending on whose numbers you want to use for the number of children of illegal aliens that are in school. Thus, in Colorado, just the education costs for the children of illegal aliens is somewhere between $270 and $650 per household, an amount that would buy a lot of lettuce, even at twice the cost per head.
Nationally, there are an estimated 5.1 million ESL students speaking 145 languages. 80% of ESL students speak Spanish. If 90% of the ESL students are children of illegal aliens then the education costs for children of illegal aliens is about $34.5 billion per year.
