    These actions will take the form of a denial of permission to proceed into the United States or monetary penalties of up to $10,000 for violation of the Trade Act of 2002.
    I am sure the cartels would be more than happy to pay a $10,000 "monetary penalty" for each and every multi-million dollar truck load of drugs it can get across the border.
