European leaders’ attempts to manage the Trump administration via a secret group chat and strategic concessions failed on the first day of the July 2026 NATO Summit in Ankara. President Trump reportedly upended European expectations by threatening to withdraw U.S. troops, demanding control of Greenland, and insisting on absolute “loyalty” over a 5 percent GDP defense pledge.

President Trump has strongly threatened a total withdrawal ftom NATOI and the United States has already started scaling back its military footprint in Europe by withdrawing access to deep-strike capabilities like B-2 and B-52 bombers.

After European allies refused to join the ongoing U.S. and Israeli military efforts against Iran, the Trump administration was prompted to withdraw naval, aerial, and logistical assets from Europe’s collective defense. While Trump has declared he is “strongly considering” pulling out of the treaty entirely, legal experts warn that a formal exit faces major hurdles, as a 2024 law explicitly requires the President to obtain either a two-thirds vote in the Senate or a separate Act of Congress.
