Points to bring up:
1. The US DOJ is providing police resources against gangs and training, also, via the US DOJ National Gang Center.https://www.nationalgangcenter.gov/T...cal-Assistance
2. Refugees are probably fleeing job loss, due to Asian imports replacing local products The clothing industry has been severely affected.
3. Many volunteer agencies provide assistance in Central American countries. The governments have their own assistance programs, even housing built by CEMEX corporation.
4. People can get weapons to protect themselves, just as they do here. It's not hopeless.
5. They are spending a lot of money (sometimes close to ten thousand dollars ) to come to the US. Which they could invest, locally, in a business.
