Maybe, but what they have repeatedly told me is that it is not worth their time or the city's money to attempt to prosecute illegal aliens because they are virtually impossible to apprehend, and because if they make bail they skip more than 90% of the time, never to be seen again. Except in the case of serious crimes like murder, rape, or nacroctics trafficking, there is no interest in making the effort.

It's all about numbers, Crocket...and here we keep the numbers controllable so they can be charged for even petty crimes.
