    Then the 40 fired U.S. workers draw up to 99 weeks of unemployment compensation.

    How can any such disloyal employer pay less for labor after adding unemployment
    comp for each fired employee to the wages paid to each hired H-1B replacement?

    Oh, that's right, the employer doesn't pay directly for the unemployment comp of
    workers it lays off. That is paid from the FUTA/SUTA funds to which all employers
    contribute collectively. The employer that sheds employees doesn't have to pay FUTA
    at the increased contribution rate resulting from layoffs until the next calendar year,
    so for this year, the reduction in labor expenses and improved bottom line is all good.

    Privatize profits, socialize costs.
    Count profits this year, account for expenses next year.
    Accelerate receivables, defer disbursements.
    Get a better position on the strength of the improved bottom line
    (but do it before next year's Profit & Loss statement comes out).
