Please tell me if I am correct in my belief that these funds were revealed recently and there was no way for the American media or public to know about these funds prior to the recent release?

I need a link to the article that has a researcher from a war college saying that large numbers of US troops may need to be recalled from around the world to deal with internal threats here in the USA.
