Idea: An American Colony In Mexico?

The area now known as Texas started with a very small colony of American Citizens. Some anglo, some black and some hispanic.

My idea is to provide that same cultural exchange within a city in Mexico. We pick a city and encourage Americans to buy property, businesses and other things in the area in an effort to help spread our influence. The first thing to do would be to link the city to an American city through the "Sister Cities International" organization. I would pick a heavily rednecked town like some place in the middle of Iowa, Colorado, Kansas or Nebraska

Then real estate speculators, with the mexican government's permission, would begin building housing to US standards using the local cheap labor. The best idea would be to find something landlocked (not gonna bother the mexican gov't who is viciously protective of the ocean front property and would never allow Americans to be the major land owners there).

It would have to be a poor city with a great "scenic landscape" Potential American investors could be drawn in my the law cost housing for "timeshares" or "vacation" properties.

English language centers would be built and "American Heritage" events would be held. Since the 4th of July falls during the summer this would be a great event to attract vacationers.

Once enough American landowners were in the area they could begin influencing the local school district and force them to teach "English" only classes for the foreign born students coming here in an exchange program (again the sister cities int'l thing) or whose parents have retired early and decided to spen a few years in the Mexican town.

Finally at some point Mexico's government would try to stop future development and/or take away the property rights of the American landowners and businesses. Then you could sue them in World Court for violating NAFTA and cry "racism" as you march through the city.

Soon other Mexican towns will follow suit and begin to court American, Chinese, German, UK, and Japanese investors to make their town the thriving place the first one has become.

Possible Target: Monterrey Mexico a city already well on it's way to independent prosperity thanks to NAFTA. The students there (from what im told) learn english and spanish in an effort to better thelp them place for college in the USA. The city has been a magnet for US and UK manufacturing plants that wish to move to Mexico. It's not on the border, but not far either.

Monterry may be too big, perhaps a smaller village or 'suburb' nearby would be better suited for this colony. Perhaps a new one should be started. At any rate the plan is to provide american culture within mexico, not just across the border.

Keep in mind, that as a NON MEXICAN CITIZEN you cannot own property within 25 miles of their oceans, or 60 miles of their borders.
