Ingram bonus pay is smoking gun in the IRS scandal? (Video)

IRS employee Sarah Hall Ingram received $103,390 in bonus pay, The Washington Examiner reported yesterday. Ingram presided over the IRS tax exempt division that harassed conservative and Tea Party groups applying for tax-exempt status. ABC News is reporting today that Ingram has been promoted to the IRS office that will enforce the individual mandate “tax” part of the Affordable Care Act, commonly referred to as ObamaCare.

ABC News reports the IRS claimed Ingram was not working in the Tax Exempt department at the time the Tea Party and conservative groups were allegedly treated unfairly. But the ABC News story quote Ingram as claiming otherwise before Congress in 2011.

“My name is Sarah Hall Ingram and I’m commissioner of the Tax Exempt and Government Entities Operating Division at the Internal Revenue Service. And I also serve as the executive lead for the IRS Operational Planning and Implementation of the Tax Law Provisions of the Affordable Care Act of 2010,” she testified before the House Ways and Means Committee Nov. 15, 2011.

Rush Limbaugh reported on his radio program today that the level of bonus pay that Ingram received requires presidential approval to be granted to federal employees serving positition like that of Ingram.

The Washington Examiner story reported about the bonus payments to Ingram, “Ingram received a $7,000 bonus in 2009, according to data obtained by The Washington Examiner from the IRS, then a $34,440 bonus in 2010, $35,400 in 2011 and $26,550 last year, for a total of $103,390. Her annual salary went from $172,500 to $177,000 during the same period.”

As Rush Limbaugh reported, it was also noted in Mark Tapscott's story in The Washington Examiner, where he wrote, “Bonuses as large as those awarded to Ingram typically require presidential approval, according to federal personnel regulations.”

The bonus pay that Ingram received as well as the appointment to preside over the IRS department that will enforce the taxes contained in ObamaCare quite strongly suggest that President Obama was aware of the work being done by Ingram, and would have had to be aware of her work in order to approve those levels of bonus pay and then also her appointment to the office enforcing ObamaCare taxes.

Perhaps this answers some of the questions about “what did the president know and when did he know it” as well raise serious questions about the president's knowledge and responsibility for theIRS scandal that last week he claimed only to have heard about when the news stories on the matter were reported one week ago.
