There's been a fair amount of doing research based on corporate grants. I'm guessing that the Regents didn't really want to go back to the bad old days of intellectual presidents

I wouldn't worry too much about the liberalism. The big battle these days concerns having to take on a heavy debt load, to deal with rising tuition costs.
