    It's so typical of a criminal: the old program didn't work and gave money to gang bangers to purchase drugs and guns, so he is starting a "new" program with a different name and placing a "reverend" in charge of it, but alas, it too will give tax payer money to violent illegal criminals to buy more drugs and guns.
