    Of course its Vague and even if rewritten to exclude troops, Kerry already stated that if Rebel forces were to come close to the Chemical weapons dumps in Syria, they would have no choice but to send in troops. Remember that all military leaves were canceled recently for the month of Sept, well theres your reason. Their sending in troops with the manufactured excuse that Syrian Chem Dumps are in Jeopardy.
