That would be fine as a starting place. However, some folks need things laid out more in layman terms to reach a full understanding of the details and how the will be indvidually impacted.

Well, sure, and that's a good idea!

    Individuals will no longer:

    1. Pay any income tax of any kind
    2. Pay any payroll tax
    3. File a tax return

Individuals who are citizens and legal residents:

    1. Will receive a Rebate based on number of adults and children in the household if they wish to sign up for it.
    2. Will pay 23% FairTax when they purchase new goods and services at the final point of sale.
    3. Will continue to have full Social Security and Medicare benefits, the same as they do now. based on their earnings reports filed by their employers, same as they are now.
    4. Will be free from government intrusion into their lives and theft of their incomes and estates.

All businesses and employers are free from all income taxes, since they are also repealed, and no business pays FairTax. Only consumers pay it one time, at the final point of sale at the retail level, so retail businesses who today collect sales taxes in 45 states, will also collect the FairTax, on the same form, at the same time, and remit to the States, less their fee set by the FairTax law. The States then remit to the Feds, less their fee which they are also paid to collect the FairTax. The amount of fees are set by the FairTax statute.

Used goods are exempt. Used homes, used cars, appliances, equipment, clothes, etc., etc., etc., are exempt from the FairTax.

As the GDP grows, so does the FairTax revenue including that portion earmarked for Social Security and Medicare. As that happens, the General Revenue rate can and probably should be reduced once it gets to levels where we're able to start paying down the debt, which will happen relatively soon after it goes into effect, because with the economic gains the FairTax will trigger, there will be major reductions in poverty levels and the amount of government spending on these programs which would free up existing revenue to balance the budget and make debt payments.

Illegal aliens are not eligible for the FairTax rebate but still have to pay the FairTax on their purchases of new goods and services, which puts them at a comparative disadvantage to American Workers, and the FairTax is the first federal tax system to achieve that.

The FairTax also levels the playing field for our businesses and industries because imports are taxed by the FairTax the same as domestic produced goods and services, while exports are not, which protects our trade and gives our companies a comparative advantage, and the FairTax is the first federal tax system to achieve that.

A lot of people may not know the history of the income tax. I'll take a minute to provide some of that here. The federal income tax was passed in 1913 by Democrats, as a revenue raiser to offset the reduction in tariffs, that at the time were the primary source of revenue to run the government.

By reducing the tariffs, they created more foreign competition for our companies and businesses which of course hurt our American workers. To add insult to injury, the Democrats taxed the people and businesses of the United States through their new income tax. So not only were Americans now faced with more foreign competition due to the reduction in tariffs on imported goods, they now had to come up with income taxes to replace the revenue, and if that wasn't enough, they used the mandated income tax to support the creation of the Federal Reserve.

All in one year, step 1 -passed income tax, step 2 - reduced tariffs on imports, step 3 - created the Federal Reserve, step 4, passed the 16th Amendment to make it permanent. And of course, Republicans opposed the income tax vehemently, but were outnumbered by the Democrats in charge of the White House and both Houses of Congress.

And here we are 102 years later with $18 Trillion and growing in national debt, 20 million unemployed/underemployed Americans, 70 million people on Medicaid, 60% of our school kids on free school lunch, $736 billion a year in trade deficits with 20 million illegal aliens already in the country and more pouring in faster than we can count or process them.

The Democrat's income tax by its nature, design and purpose has bankrupted the United States and impoverished the American People.

So any Republican who wants to keep the income tax and instead cut Social Security and Medicare benefits for our retired workers and senior citizens to "balance the budget", needs to be thrown out of Congress and replaced with a Republican who supports the FairTax which will rejuvenate our economy, bring our $14 trillion in capital and 20 million jobs back home, balance our trade and run illegal aliens back to where they came from.

The FairTax legislation, HR 25 in the US House of Representatives and S 155 in the US Senate, is the single most important piece of economic development legislation in the US Congress.
