    Senator Carper of DE was an "undecided" on an earlier post on one of the lists here. He is a Yes vote as of 5 seconds ago.

    please let the staffers know that most of the calls they are getting in support of the dream act are those children who will benefit from it and since they are not actually american citizens, but are residents of a foreign country, they are by law not allowed to petition our congress

    Just for correction: They are allowed to petition but must do so through a registered lobbyist. In some cases where they are working closely with a lobbying group registered under the Lobbying Disclosure act or by the Foreign Agents Registration Unit they probably don't but would probably have to prove a formal connection, such as being an employee.

    This grassroots, uncontrolled lobbying is not allowed.
