Language Rights: An Integration Agenda for Immigrant Communities
This briefing book intends to educate staff on (1) the demographics of the LEP community; (2) the law supporting the rights of this minority community; (3) the sectors where language access most impacts language minorities; (4) recent English Only legislation in Congress; and (5) a proactive approach to ensuring the civil rights of the LEP community, while enhancing their language acquisition.
Adult Literacy Education in Immigrant Communities: Identifying Policy and Program Priorities for Helping Newcomers Learn English
This groundbreaking report offers an in-depth exploration of the pressing language barriers facing the estimated 2.23 million adults in this country who are Limited English Proficient (LEP) – and how best to solve them. English language skills are a must when it comes to increasing immigrants’ ability to participate in the economic and civic life of their communities. But long waiting lists, overcrowded classrooms, programs of uneven quality and a lack of a national strategy to address these issues currently characterize immigrants’ access to high-quality adult literacy programs, even though English programs are available in most localities. This report provides an overview of issues discussed at the Adult Literacy Education in Immigrant Communities summit held in Washington, D.C. Led by AAJC and held in partnership with the National Immigration Forum and the National Council of La Raza, along with more than 50 stakeholders, the meeting and this study have brought to the fore new, innovative ways to best help this underserved population.

If i read correctly this country has been turned upside down with press 2 for Spanish, en espanol button on many corporate and governement web sites, Spanish at stores and so on and so on, for only 2.23 million adults in this country who are Limited English Proficient (LEP)?
Less than 1% and 99% of the US has to do what?

It's because of ethnocentric groupds like THE RACE fight for it, anything to mkae it harder for americans to attain work or to go about their daily lives. I see it as something very petty, if we have to press 2 for spanish and pay for bilingual education it's a victory in their mind because they can never truly compete with true americans on any level except for breaking the law and being a nuisance and drain on social services.

Yeah, what is with the "2.23 million" comment?

How about "Press 2 For Immediate Deportation"

That is why Obama made that speech about how American children should learn Spanish. Somebody way high up in the Federal food chain told him to do it or else. He tried to pass it off as a 'spontaneous comment'. But all of this stuff has been well implemented and planned behind closed doors.
Everywhere I go I see food and building materials packaged with dual English/Spanish translations. But a Spanish translation for toilet paper? Give me a break. How many of the two million "I can't speak English" Mexicans really need that? There has to be another explanation!!!
And aren't there just about the same amount of Chinese speakers or Polish speakers who need translations? Two million?

We seem to be in the start of a 'requonquista'...

I see what you mean that's why I never understood how it could get so far, the way LA Raza rules is by their propaganda to "their" people thinking they will somehow rule the USA and teach those "gringos" a lesson. When in reality groups like La Raza feed on these people and use them for their own agenda which is political power and money. If La Raza is so successful and has fought so hard and accomplished so much then why are 50% of hispanics high school dropout? The gringos fault? Wasn't no child left behind implemented and the dropout rates continue to climb not only for them but for blacks as well. Don't the black people have Sharpton, MLK jr.'s kids, and Jackson to fight for their rights? As I see it they don't really care about "their" people just about themselves but leave these people disillusioned thinking that the enemy is "white" when in reality the true enemy is those promising to help them. It's been over 100 years since slavery ended and more than 40 years since the civil rights movement and more minorities are on welfare than before and they belong to single parent families. I wonder why that is? Could it be because welfare and other social services paid for by tax payers allows these people to not be held accountable for their actions? To not take care of their children because the tax payer will? Free health care, education, food stamps, section 8? Who needs to work? It all comes doen to personal responsibility and personal accountability which I fear and see that more and more people are lacking either of these. If there were no signs in english, no translators for free, no esl classes for free, and no press 2 for spanish how quickly those 2.23 million would learn english and use it. I look at the asian and filipino communities, they teach their kids to value their "free" education and they go on to college at higher rates and test better than other minorities and they don't have press 2 for tagalog. I have yet to meet a filipino and I have went to high school with many who had just earned legal residency with their parents and come here to a foreign land and they try their hardest to speak english and be respectful of our laws and of the school. The difference between them and the IA is they treausure the USA and assimilate. I knew a filipino girl in college with broken english who had a degree in nursing in the Phillipines but for whatever reason she had to start over here and she didn't complain, I said how unfair but she said it was worth it to be here in the USA she'd go to school and work because the USA offered her a better future and it was a once in a lifetime opportunity and she was happy to be here.

Only 2.23 million? And how many of those are not Hispanic, but folks from other countries like France, the former Soviet satellites or even China. Even if there were mostly Hispanic in the program, it means to me the majority are not interested in learning English proficiency because they have everything they need in their own communities and they know that we will have to bend to demands from nutcases like LaRaza, plus have to provide translators at taxpayer expense for legal proceedings. The 2.23 million seem they do want to assimilate into their new culture, while the rest don't give a poop.
