Long detailed discussion. Bottom line, unless and until the border is truly secured, there can be no "second step." This president has no desire or intention to secure the border or enforce existing laws, he refuses to do it.

And how can we trust this president to enforce a new law when he refuses to enforce current immigration law?! He said Obama is lawless on this regard, and even though Marco Rubio is involved in this (and he admires him), he does NOT trust Charles Schumer, Obama or John McCain, the "list of horribles."

In other words, if we replace existing law with a new law, what assurances do we have that Obama will enforce it? NONE. This very much concerns him (Levin).

And he is concerned about other issues such as how do we enforce the law against someone's competency to "learn English?"

Just like with Simpson/Mazzoli (1986 amnesty) where the enforcement was dropped, Obama would not fund border security or E-Verify -- if Obama truly wanted "immigration reform" he would have secured the border, but he just won't do this, instead he has undermined the law and implemented fiats.

He said he will have Rubio and Jeff Sessions on in the future to discuss this.

Pushing and implementing amnesty has never helped the GOP.
