    Meaning of 'exprada'?/insurance w/ no licence.....




    Seguros Tepeyac -aqui o en Mexico lo mejor, no necesita tener licencia de manejar o si esta exprada, ho hay problema.

    I get the gist of this, but I could not find a translation of 'exprada.' Anyone know -expratiate, illegal?? We have many signs around town for people to get insurance/cars without licences or insurance. I've asked the mayor about this and he told me there is nothing they can do...

    “Undocumented Aliens Can Get Car Insurance”


    Waukegan - “Even if you don’t have a driver’s license, you can still get insurance for your car,” Vilma Martínez, of the VM International Auto Insurance Agency on Genesee St. in Waukegan, told La Raza.

    According to Martínez, “There’s no excuse for people driving the roads of Waukegan and Illinois without car insurance.”
    Juan Gaytán, a city resident, is among the 11,000 people affected by enforcement of the Ordinance 15-45.2 now in effect in Waukegan. This law authorizes police to impound the cars of people who drive without a license, with a suspended or revoked license, without car insurance or under the influence of alcohol or drugs, charging a $500 fine for requesting the return of the car in addition to a fee for towing the car and for every day of storage until the vehicle is reclaimed.
    Gaytán acknowledged he had no car insurance, being “undocumented.” Not having a social security number, he can’t get a driver’s license: “And as I don’t have a license, I didn’t get insurance for the car.”
    Vilma Martínez, when asked about what Mr. Gaytán had told La Raza, said “It not true that in order to get car insurance you have to have a driver’s license, a “Green Card” resident identification, or citizenship. I don’t know why people think so; maybe it’s just that they don’t know. At least in the State of Illinois and certainly in the City of Waukegan, it’s just not so.”
    Many people go to the VM International Auto Insurance Agency every day for the services provided there. Vilma Martínez said, “We work with two companies that insure drivers even though they don’t have licenses. They are American Access and American Freedom. All we ask of people is that they provide us with one piece of photo ID so we can verify that they are who they say are, that the name is correct on the photo ID they show us.”
    Some of the accepted forms of identification for getting car insurance are a person’s passport issued by the country of origin, a consular ID card, or a personal identification certificate, driver’s license or voter identification card issued by the country of origin. If you have some other kind of identification, it too might be accepted.
    According to Martínez, “This is enough for getting car insurance. The coverage might be full or partial, whatever the customer sees as appropriate. We’ve had cases of accidents, and the company has covered absolutely everything, depending on what kind of insurance was chosen.”
    Margaret Carrasco, a community leader of the city and defender of undocumented immigrants, affirmed that “Driver’s licenses for undocumented aliens are needed, if indeed the government really wants control for national security, as this way they get a data base, with any criminal records there might be, on people who are in the United States.”
    In any case, “With or without licenses, people will continue driving. A car is not a luxury but a necessity. It is a means of transportation for going to work, taking kids to school. In the meanwhile, people who don’t have driver’s licenses can at least have car insurance and thus avoid another fine.”
    For his part Carlos Sánchez of Casa Mexiquense said, “People are people. The fact that they don’t have documentation doesn’t mean they’re bad people. They must obey the law and get car insurance where they can, even if they don’t have Illinois driver’s licenses.”
    One of the main arguments for protecting road safety has been that “Unlicensed and uninsured drivers are a public menace.” For this reason Vilma Martínez advises all people that “As it is impossible to get a driver’s license without a social security number, at least get car insurance and obey at least one legal requirement. Don’t expose yourself to being fined for not having it.”
    The government estimates that in the year 2002, there were some eight million undocumented workers in the United States. The Center for Immigration Studies estimates the actual number at nine million, while the U.S. Chamber of Commerce puts the figure at over ten million.

    How much is it??? The premium must be enormous, or they don't pay out very much. Doesn't the state require some kind of minimum coverage on liablity?

    With the number of DWIs and accidents among these folks, you can be sure it affects insurance rates for everyone!

    They can build a database on their way out of the country, at the border.
