    National City hospital is facing cutoff of U.S. funds

    Two reports say patient care is threatened at Paradise Valley

    The reports stem from two recent inspections of the National City hospital, which serves a largely poor and ethnically diverse community in the South Bay. They come on top of financial losses that prompted Paradise Valley's owner to announce last month that it will sell the nonprofit facility.

    Paradise Valley's losses are said to be about $1 million per month.

    While the hospital's problems are frightening and inexcusable, several health advocates said, they are not surprising considering that Paradise Valley sees so many uninsured and underinsured patients who are expensive to treat.

    Independent living home shut down after complaints

    'You could not believe the stench,' official says

    NATIONAL CITY – City officials shut down an independent living facility after they found clients living in cramped, unsanitary conditions.

    Luis Sainz, National City's building inspector, said on Nov. 9 the department received complaints of raw sewage in the street, near the intersection of 6th Street and Harbison Avenue.

    What was originally a three-bedroom, two-bathroom house with a garage was converted into eight bedrooms that measured about 5 feet by 8 to 10 feet. The garage was also converted into a bedroom and had a desk in it.

    The city is planning to issue several citations against the property owner, John D. Dauz, who lives in Bonita. The violations include exposed wires, nonfunctional toilets and building without permits.
    The clients in the home were receiving federal Supplemental Security Income checks, which are issued to help those who are aged, blind or disabled.

    Renato E. Morales operated the home and lived there. He was also the legal payee for the clients, meaning they turned their checks over to him in exchange for housing and food, Sainz said.

    Sainz said residents of the group home told him they each receive about $700 a month in SSI funds.

    Morales would not answer questions about the home when contacted this week.

    Police have been called to the home 41 times since November 2005 for suicide attempts, disturbing the peace, battery, criminal threats and drug use, among other complaints.

    The Fire Department has responded 23 times since 2003 – including 10 times this year – for medical calls such as seizures, vomiting and chest pain.
