    He noted that the country was in a financial crisis before Hurricane Maria hit and that it needs financial help from Washington.
    And why is that the case? At least he is showing appreciation for our help at this time.
    These storms will only get more severe in the future. You just can't rebuild w/o having that in mind and using new modalities to protect.
