    Raises
In order to raise the pay of Congress, stand-alone legislation can be enacted, but it's more common that the salary is raised as a result of the "annual adjustment." This adjustment automatically changes the salary rate to coincide with the increase of cost of living each year. While a Cost of Living Adjustment is set to go annually, Congress can vote to refuse a pay raise for themselves in times of economic hardship. Members, too, can refuse raises on an individual basis. Many do so in order to show their constituents that they are being financially responsible with taxpayer's money.
