On Friday, President Barack Obama will give millions of Americans the ultimate gift: a free education.

At a speech Friday in Knoxville, Tennessee, Obama will be announcing his proposal to give American workers two years of a community college education.

Obama made the announcement via a Facebook post on Thursday evening with a video teasing the proposal and outlining the basics behind this idea.

"Put simply, what I'd like to do is to see the first two years of community college free for everybody who's willing to work for it," Obama says in the video. "That's right, free for everybody who's willing to work for it. It's something that we can accomplish and something that we can train our workforce so that we can compete with anybody in the world."

Though the White House hasn't yet released any other details of the plan, more specifics of the proposal can be expected at Friday's speech in Knoxville and at next week's State of the Union address. USA Today reports that the cost and funding issues can be expected to be addressed in the president's upcoming budget request on February 2, though the White House has preliminary expectations that 9 million students will participate, saving each one up to $3,800 a year, which translates into an overall cost of $34.2 billion.

This announcement should come as a godsend to the millions of young Americans who are facing every-increasing college tuition costs and, with that, seemingly insurmountable piles of student loan debts. And considering that fact that some sort of college degree is required for almost every job on the market today, a proposal like this could open countless doors for the millions of Americans who might otherwise be out of luck.

Like Cal said near 90 years ago, "There are enough college educated derelicts....." Looking over Congress today, they surely indicate that Cal was surely correct! It is time to get feds out of funding college educations.

I saw a video today where 80% of college students approached sign a petition to repeal the 2nd amendment, some even when told that gun owners would be arrested, moved to FEMA camps and executed. I've asked before, what are American schools teaching?? It is necessary to know what education dollars are spent on, it is certainly not American history! College seems bent upon destroying common sense.

Obama knows this will never fly due to cost. Therefore, it another empty attempt at keeping the Dem sheeple in their pen. He figures to rally the Dem base and keep them thinking he is looking out for their best interest. Actually, such a (empty) promise may bring more independents on board as Dem supporters. Make no mistake, Obama is always scheming to rally his base! Liberals love anything they think they are getting for free. IMO, this is nothing more than a gimmick to energize the liberals.

It's called continuous campaigning. Bill Clinton was a master at it, and 'Bama has been channeling Clinton since Day One of his campaigning.

This nonsense also serves another purpose: It keeps people from focusing on the likely result of his executive amnesty. Newly legal illegals will now compete with Americans for better jobs; the next wave of illegals will undercut the poorest Americans for entry level jobs; and the visa over stayers - lots of those from Asia - will make it even more difficult for our own STEM graduates to get STEM jobs. So look for 'Bama to continue to distract Americans from his true agenda

Higher education experts and states around the nation will have their eyes on Tennessee as the Volunteer State embarks on an ambitious plan to provide free community college to all high school graduates.

The Tennessee Promise plan will make the state a leader in working to make higher education more affordable. The aim is to boost college graduation rates and build a more educated and skilled workforce. The bill is the first of its kind in the nation.

"Governors across the country will be watching to see how the Tennessee plan plays out as they all try to figure out how to best tap into the talents of an increasingly diverse student population," said Richard Kahlenberg, a senior fellow at The Century Foundation, a nonpartisan think tank.

Thomas Bailey, director and founder of the Community College Research Center at Teachers College, Columbia University in New York, said Tennessee is making a big political statement that two-year college is free.

Generally, research has found that a $1,000 reduction in tuition increases enrollment between 2 percent and 3 percent, he said.

But the practical effects of the plan remain to be seen. For one, community college already is relatively cheap and for some students it is free when federal aid is taken into account, Bailey said.

Tennessee Promise will effectively waive the tuition and fees for two years of community college by paying the costs not already covered by other scholarships and grants.

Still, free college doesn't necessarily mean more people will enroll, Bailey said. Some prospective students may not be able to give up jobs to enroll.

What will be important for Tennessee is the follow-through, Bailey said. The state must put just as much emphasis on the services — counseling and help transferring to a four-year school — for students once they are enrolled, he said.

Kahlenberg, an expert on inequality in higher education, said Tennessee's plan makes sense.

"In today's economy, we need a more highly educated workforce, and 'free' is something people understand," he said.

"It's important to provide a welcome mat for students of all economic backgrounds."

Kahlenberg said some object that the plan subsidizes upper-middle-class students, but attracting them to community colleges could strengthen those two-year institutions.

"Higher education is seeing increasing segregation by race and class — with low-income and working-class and minority students attending community colleges and better-off and white students attending four-year institutions," he said.

"That rising economic and racial segregation reduces the political capital of community colleges, which are increasingly underfunded. Helping integrate two-year institutions will help all students attending."

But the plan is not without its critics. Tennessee uses lottery proceeds to fund its Hope Scholarships, and the governor's plan calls for reducing the amount provided to freshmen and sophomores at four-year universities to $3,500, a $500 cut.

The plan also shifts money from the lottery's reserves to the new endowment.

U.S. Rep. Steve Cohen, D-Tenn., who helped create the lottery when he was a state lawmaker, has been one of the plan's biggest critics. Cohen has said the plan spreads resources too thin and creates a program with no achievement incentive or standards.

Some four-year institutions also worry the plan will make it more difficult for them to maintain socioeconomic diversity in their student body.

Nonetheless, lawmakers overwhelmingly backed the proposal this week. Haslam is expected to sign the measure into law.

When he does, the state will use proceeds from its lottery to fund a $300 million endowment to help pay the estimated annual $34 million cost.

"This makes a clear statement to Tennessee families that education beyond high school is a priority in our state," Haslam communications director Alexia Poe said in a statement. "It is a bold promise that will make college a reality for more high school graduates."

The plan is a big component in the governor's "Drive to 55" initiative aimed at increasing the number of college graduates in the state from 32 percent to 55 percent by 2025.

The administration initially refused to attach a cost estimate to such a plan, before reversing itself late Friday and offering a figure: $60 billion over 10 years. For now, that’s as much information as the president is willing to share, although his federal budget proposal, due in February, is expected to offer more detailed information.
Obama announced his free-school idea at a community college in Tennessee, whose state-level free-tuition program for high school seniors provided the blueprint for the White House’s version.
Under the president’s plan — called “America’s College Promise” — half-time students who are making “steady progress” toward a degree would receive two years of free school at a community college, so long as they maintain grade point averages of 2.5 or better.
In order for the plan to be available to students in a given state, that state would have to accept the yoke of federal match money.
“Obama is proposing a split responsibility between states and the federal government in which the feds offer 75 percent of the money to send students to community colleges, while the states put up the rest,” National Journal reported. “The design is, in part, a nod to states, which run the public college system, but it also could be read by some Republicans as a federal intrusion into states’ turf.”
States have varying degrees of success of prioritizing workforce development through their two-year college systems — and funding those programs through varying combinations of state funds and federal dollars. But the Obama administration’s plan doesn’t yet suggest a way for the federal government to cough up its 75 percent share — except, as National journal put it, “to ask Congress for the money.”
Critics instantly compared the plan to the existing federal student loan bubble, which they argue has done more to aggrandize universities and drive up tuition costs than help students afford to go to school. And it introduces some potential new problems.
“If [under the new proposal] a student falls into the extremely high drop-out rate for students, the government (and the taxpayers) don’t get the money back,” Reason’s Scott Shackford wrote Friday. “So the White House is promoting a program funded by taxpayers to subsidize — wait, I mean further subsidize — a system that has baked in an extremely high failure rate.
“[T]his program is not a subsidy for students. It’s a subsidy for faculty and college level administrative bloat… Community college presidents across the country are drooling.”
And then there’s the cost: $60 billion over 10 years, according to the White House. But before the president coughed up that figure, several media outlets had extrapolated, from Obama’s own promotional rhetoric, how much the plan is likely to cost: Try $34 billion per year.
“[T]he president’s announcement said that the plan could benefit as many as nine million students who could save an average of $3,800 per year,” The Weekly Standard wrote. “This would put the total cost at a little more than $34 billion… At $34 billion per year, taxpayers at least will be working for it, willing or not.”

How can US Supreme Court decisions be overturned?

No single entity - not the President, Senate, House of Representatives, state Governors, nor anyone else - has the power to overturn a US Supreme Court ruling.

Supreme Court decisions cannot be nullified by other parts of government. However, if the Supreme Court strikes down a federal law, Congress can always modify the law until it is such that the Supreme Court does not consider it to violate the Constitution, then pass it again.

Supreme Court decisions can only be overturned in two ways:

Legitimate Methods

1. The US Supreme Court reverses a decision on an earlier case by making a contradictory decision on a current case.
2. Congress and the States can overturn a decision by amending the Constitution.

Illegitimate Methods (Passive Resistance)

1. Sometimes the Executive Branch obstructs or fails to enforce a decision.
2. Sometimes Congress rewrites legislation to bring it into compliance with constitutional guidelines.
3. Sometimes Congress strips the Supreme Court of its appellate jurisdiction over certain types of cases to deprive them of the ability to overturn a law or policy.
4. Sometimes states pass laws that clearly violate Supreme Court decisions, forcing someone with standing to challenge the new law's constitutionality. Meanwhile, the law can be enforced even if violates established civil rights. State legislatures do this with the hope of overturning, or slipping around, precedents set by earlier Courts.

Don burns the US Flag on the steps of a state capitol. The state arrests him because the state amended its own constitution to make this illegal. However, the US Supreme Court ruled that flag burning is protected speech, thereby making flag burning lawful under US law.

If the case is appealed to the US Supreme Court, it would rule that the state constitutional amendment violates the US Constitution (which is superior) and strike down the state amendment.

The state then writes a law that Don has to buy a permit to burn the flag in any form of protest. The US Supreme Court might uphold that law (if challenged) as long as it fulfills a legitimate government purpose, but does not: 1) discriminate in who the permits are issued to, or 2) make the cost or time involved in issuance of the permit unbearable. Sometimes such laws are deemed unconstitutional, and sometimes not.

I am with you MW, I don't support Obama. Just because we pay for K-12 doesn't mean that we have to pay for secondary education. People can get their secondary education paid for by excelling in schoo. Are we just paying to lower the bar?

MW, according to this article from the Hill, it is going to cost 34 Billion a year. And we know that once the government starts picking up the tab, the cost skyrockets.

Looks like Cecelia Munoz is running it so we know that US citizen's education will not be the priority, it will be for illegals.

According to Justin Sink of the Hill, Cecilia Muñoz, director of the White House Domestic Policy Council, declined to put a price tag on the plan during a conference call Thursday evening. Rather Muñoz said details of the plan will be in the president's next budget proposal.

However, the president's announcement said that the plan could benefit as many as nine million students who could save an average of $3,800 per year. This would put the total cost at a little more than $34 billion.

In a video accompanying the announcement, the president said that his plan would be "making two years of community college free for anyone who's willing to work for it." At $34 billion per year, taxpayers at least will be working for it, willing or not.

We can only hope that the Supreme Court won't add 2 years of college to their K thru 12 ruling because if they do there is nothing anyone can do to force them to change it.

I seriously doubt a Republican Congress will pass such bill due to cost. Such a plan will have to be passed through the U.S. Congress. Of course I thought the same thing regarding the legalization of over 5 million illegals! 8O

President Obama can’t resist the temptation to gin up new entitlements that chase votes but make problems worse—free tuition at community colleges would be no exception.

The president proposes to offer states 75 percent in matching federal money to refund tuition. Community colleges would have to offer programs that permit students to either transfer to four-year colleges with half the credits needed for a bachelor’s degree or award a vocational certificate in demand by employers. Students would have to maintain a C average.

This would simply pour money onto failing diploma mills. The three-year graduation rates at public two-year institutions is 21 percent—about one-third the rate for two-year non-profit and for profit schools, and much less than the 59 percent six-year graduation rate at four-year institutions.

Many community colleges do provide good job training in areas such as nursing, information technology and security. However, too many have been starved for funds as states have devoted more resources to K-12 education and entitlements like Medicaid. And community colleges are staffed by bureaucrats, who too often are not particularly adroit at identifying private sector needs and fashioning classrooms to jobs programs.

Too many students are ushered into less-expensive to staff programs aimed at transferring into four-year colleges—but the standards are often not high enough.

Many state universities are required to honor credits awarded at community colleges when the course numbers match up, but many transfer students are simply not competitive. Colleges either must create special programs to accommodate them, or professors must look the other way and award passing grades for quite marginal work—and less.

Top students at universities like mine—as measured by graduate school entrance tests and performance—are as well educated as most Ivy League students—but processing too many community college transfers depreciates the value of our diplomas.

Community colleges admit too many students with deficient high school records and preparation, intractable personal problems, and poor study habits and executive skills.

Marginal students—for example, those with a gap in math, writing or study skills—can be helped. However, remedial programs and counseling won’t do much for a 19-year old mother—who receives no child support—reads at the sixth grade level, can’t do algebra and has significant emotional and self-esteem issues. Yet, that is exactly who the president proposes to send to college.

Too many job seekers don’t have the skills businesses need but pushing more dysfunctional students into community college won’t help.

Starved for funds, those institutions will simply game the system—enroll more students in programs aimed at transferring to four-year colleges and award more B’s and C’s in watered down courses. Universities like mine will face enormous political pressure from “progressive” state lawmakers to accept the transfers, award questionable degrees and generally join in the fraud.

Historically, some of the best jobs training programs have been offered by businesses through industry apprenticeship programs—most notably in manufacturing and construction.

However, buffeted by the Great Recession and tough competition from Asia, those have dwindled and businesses increasingly expect community colleges to perform in ways they can’t.

Less noticed in the president’s proposal is an American Technical Training Fund that would subsidize partnerships between businesses and community colleges and private training institutions that demonstrate they move students from classrooms into good jobs.

Such hands on programs are often more helpful to students with spotty high school records. Those have more structure and don’t require students to write essays about Chaucer or affirm a left-wing professor’s feminist critique of capitalism. They simply impart skills.

Rather than expanding useless liberal arts programs, ATTF grants could improve the quality of what goes on in both community colleges and private training institutions at a lot less cost.

America doesn’t need any more bogus BAs in art history, but it could sure use a few more welders.
