    Illegals receiving free prenatal care OK'd by Gvmt.

    Letter from Kay Hagan:

    Dear Friend,

    Thank you for contacting me regarding the State Children's Health Insurance Program (SCHIP). I greatly appreciate hearing your thoughts on this important issue.

    The SCHIP program was created in 1997 to help states provide health insurance to children from low-income families. It was intended to aid children who come from families that cannot afford healthcare, but whose incomes are too high to qualify for the Medicaid program. In 2007, Congress voted to reauthorize and expand SCHIP, but these bipartisan proposals were vetoed by then-President Bush. In January 2009, Democrats and Republicans in Congress again joined together to pass an expansion of this crucial program, which was signed by President Obama on February 4, 2009.

    I have repeatedly stated my strong support for SCHIP. This program provides an extremely valuable service to our country's children. Particularly in our current economy, with families struggling to make ends meet, it is important we care for the disadvantaged children SCHIP serves. Ninety-one percent of children covered by SCHIP come from families with incomes at or below 200% of the Federal poverty level, which amounts to $42,000 for a family of four, and these children desperately need services to provide them the opportunity to lead healthy lives.

    It is important to note that the SCHIP program does not cover health care for unauthorized aliens. Under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, restrictions were established to bar unauthorized aliens from any "federal public benefit," including SCHIP, except for certain emergency services. In 2002, however, the Department of Health & Human Services altered the definition of "child" in SCHIP to cover fetuses beginning at conception. This rule change allowed states to extend SCHIP coverage to pregnant women for prenatal care, and consequently many states provide this coverage to the fetuses of unauthorized alien women.
    Additionally, there have been concerns over the revised citizenship verification process in the SCHIP program. The reauthorization of SCHIP stated that an individual may provide their name and Social Security number to apply for SCHIP, rather than the previously required tougher standard of "documentary evidence of citizenship or nationality," which would then be checked against records maintained by the Social Security Commissioner. If the records do not match, the individual would be disenrolled.

    While illegal aliens are prohibited from using SCHIP, I do understand your concerns regarding these provisions. I support finding ways to cut down on fraud by ensuring that unauthorized aliens are not using false information to qualify for these services. As Congress continues to discuss health care and immigration reforms, I pledge to keep these concerns in mind.

    So they recognize fetus's citizenship for free care, but not when they debate abortions.

    No birthright citizenship to babies of illegal parents. No free care and go after the aider and abettor or employers.

    May I ask what can prove a child was not conceived in another country? Since we have no idea of the health of the illegals, and have absolutely no idea when they crossed the border, how can we give away pre-natal healthcare to citizens yet to be born, if they may not be citizens at all?

    2 illegals doing the deed does NOT create a United States citizen!!!!!!!!! no matter where the illegal is born.

    The only way I can think of which would accomplish that is to first determine how long the mother has been in this country.....maybe through some innocuous sounding question on the forms such as "Date of arrival in the US".

    THEN, a simple ultrasound could be used to determine the approximate gestational age of the fetus.

    That would do it.........

    it does NOT matter where the kid is conceived, if the parents are not citizens the kid is a citizen of the country of its parents.

    I didnt work all my life to have illegal aliens receive pre-natal care. They have a country and they need to get out.

    Oh I absolutely agree.........but since our <gag> *government* seems to have different ideas we're apprently going to have to be very creative in ways to stop them.

    But, I'm also left to wonder just how temporary this coverage is and how many illegal aliens will actually make it to the stage of actual prenatal care.

    Remember, obama is pro-abortion to the hilt, Holdren and others he has appointed are rabid about population control even if it means mandating abortions. So fanatical are they that they are sending literal billions worldwide to fund abortions.

    They may want the cheap labor to work into the ground but they don't want the offspring.

    So, I'm wondering how many illegal aliens will be "counseled" and, quite frankly, coerced, into abortion. SCHIP, of course, will pay for that. It was done to American blacks, we have no reason to believe that it won't be done to, for instance, illegal alien latinos as well.


    I suppose we'll see but don't think we should be surprised to see a sudden rise in abortions among that population or a decrease in those coming here to deliver anchor babies on our dime.
