    "The Pence bill deserves serious consideration. It is perhaps fine emotionally to say we permanently should send home all illegal aliens. Even if we went to the expense of flying them all home, most would find a way to return. We simply do not know who is making it across our border. Pence should be applauded for seeking a reasonable compromise. All bills go through revisions before becoming law. No doubt the Pence bill can be refined. But it is one great start to try to find a solution to the immigration mess even if it has to await consideration until the next Congress."

    Senate denies funds for new border fence

    Less than two months after voting overwhelmingly to build 370 miles of new fencing along the border with Mexico, the Senate yesterday voted against providing funds to build it.
    "We do a lot of talking. We do a lot of legislating," said Sen. Jeff Sessions, the Alabama Republican whose amendment to fund the fence was killed on a 71-29 vote. "The things we do often sound very good, but we never quite get there."
    Mr. Sessions offered his amendment to authorize $1.8 billion to pay for the fencing that the Senate voted 83-16 to build along high-traffic areas of the border with Mexico. In the same vote on May 17, the Senate also directed 500 miles of vehicle barriers to be built along the border.
    But the May vote simply authorized the fencing and vehicle barriers, which on Capitol Hill is a different matter from approving the federal expenditures needed to build it.
    "If we never appropriate the money needed to construct these miles of fencing and vehicle barriers, those miles of fencing and vehicle barriers will never actually be constructed," Mr. Sessions told his colleagues yesterday before the vote.
    Virtually all Democrats were joined by the chamber's lone independent and 28 Republicans in opposing Mr. Session's amendment to the Homeland Security Appropriations Act. Only two Democrats -- Sens. Ben Nelson of Nebraska and Thomas R. Carper of Delaware -- supported funding the fence.
    All told, 34 senators -- including most of the Republican leadership -- voted in May to build the fence but yesterday opposed funding it.

    The overall bill, which appropriates more than $32 billion to the Homeland Security Department, including $2.2 billion for border security and control, passed on a 100-0 vote last night.
    Sen. Judd Gregg, the New Hampshire Republican who historically has fought to increase border security and enforcement of federal immigration laws, was among those who opposed Mr. Session's amendment.
    "We should build these walls; there's no question about it," he said. "But the real issue here is the offset that's being used, and the offset creates a Hobson's choice for almost everyone here."
    Mr. Session's amendment would have required across-the-board cuts to the rest of the Homeland Security appropriations bill, Mr. Gregg said, which would mean cutting 750 new border-patrol agents and 1,200 new detention beds for illegal aliens that he included in the bill.
    "We've attempted very hard to increase Border Patrol agents in this bill, increase detention beds," he said. "And, yes, we haven't funded the wall specifically as a result of our efforts to do these increases."

    Doesn't it make one wonder WHY the FENCE was not funded and in the Pence Draft---there is no mention of permanent fence???

    Did they already KNOW that there would NOT BE A FENCE as they fully expect Pence's bill to become law??

    I knew I smelled a whole pack of RATS They played their vote yea / vote no game again and think we won't be able to figure it out!

    I like the "gold standard" employment agencies that will be used to hire illegals. That's the kind of meaningless phrasing that you'd expect on a late night infomercial.

    I've taken the LIBERTY of dissecting some of this.

    For those following the Illegal Alien Debate, it is clear that Washington, DC and politicians on both sides of the isle are out to screw America's lower and middle class in the name of CHEAP LABOR, and winning the Latino Vote. They must be stopped, and that means we have to become plugged into the system, and we must vote into office those who will ENFORCE OUR LAWS, and SECURE OUR BORDERS.

    The latest ruse was introduced by an odd fellow looking to carve out a name for himself who we know as Congressman Pence. Trying to wrap himself in Patriotism as he prepares to sell us out, the center piece of his FLAWED compromise is a nasty little vermin he calls Ellis Island Centers. These Ellis Island Centers would MATCH willing employers with willing workers from outside of America, and would be OWNED AND RUN by private for profit enterprises....NEED I SAY MORE? Below is a DRAFT of this nefarious bill which would RAPE OUR HARD WORKING AMERICANS. As you read it, you will find my commentary in BOLD BLACK PRINT.Immigration


    Executive Summary: The Pence Plan: No Amnesty Immigration Reform

    Do not fall for the title folks, it's nothing more than a perfect example of a slight of hand trick to catch us off guard, amounts to putting a turn style at our Southern Border that would allow those here ILLEGALLY to walk out, turn around and walk back in LEGALLY with all their sins wiped clean.

    “The Border Integrity and Immigration Reform Act is a bill that is tough on border security and tough on employers who hire illegal aliens, but recognizes the need for a guest worker program that operates without amnesty and without growing into a huge new government bureaucracy.”

    This BILL is not tough on BORDER SECURITY, but instead makes a mockery of it. Further, it puts the foxes in charge of the proverbial hen house...how can Pence say the bill is TOUGH ON EMPLOYERS when it would create a private business enterprise run by and for CORPORATE AMERICA...there would be NO REASON TO HIRE ILLEGALS, as any one wanting to work in America would have a one stop shopping center to give them everything they needed to walk across the border and take a job away from and American. No where in this entire pile of rubbish will you find protections for American jobs and wages, no where in this egregious dung heap of a bill will you find anything that would LIMIT the number of people these Ellis Island Centers could process through and place in OUR JOBS.
    The following is an Executive Summary of the Pence Plan: No Amnesty Immigration Reform.     When you read about a speech delivered at the Heritage Foundation, be AFRAID...be very, very AFRAID. Nothing about this tripe in any way would Renew the American Dream for Americans, but instead allow those now here illegally to LEGALLY steal our dreams, and our jobs.

    The Four-Step Solution: No Amnesty Immigration Reform

    I see the solution as a four-step process:

    1. Secure our border.

    Building private run Ellis Island Centers to process through ANY ONE who wants a job in America is nothing more than a way to LEGALIZE Illegals in the name of providing Corporate America a steady stream of CHEAP LABOR. Said bill calls for no wall, no fence, no real BORDER SECURITY...instead, it would place hundreds, perhaps thousands of little shops on the Mexican side of our border where all one would have to do it walk up, fill out a few papers, and walk out with LEGAL PAPERS, and a JOB IN AMERICA.
    2. Make the decision, once and for all, to deny amnesty to people whose first act in the United States was a violation of the law.

    RIGHT...instead, Pence would allow these CRIMINALS to walk back across the border, say hello to friends and family, and then fill out a few papers and come back across the border as clean as a new baby's behind with no fear of reprisal for their past CRIMINAL BEHAVIORS.
    3. Put in place a guest worker program, without amnesty, that will efficiently provide American employers with willing guest workers who come to America legally.

    NO LIMITS, NO LIMITS, NO LIMITS....Did I make this clear enough? Pence's plan HAS NO CAPS. American Corporations would have free reign to bring in as many of these guest workers as they wanted to. In short, every American job in our work force would be AT RISK, every American would have to LIVE IN FEAR of being replaced by a GUEST WORKER.
    4. Enforce tough employer sanctions that ensure a full partnership between American business and the American government in the enforcement of our laws on immigration and guest workers.

    The REAL TRUTH....every company that ever hired an illegal gets and AMNESTY...all they have to do, is send their ILLEGAL WORK FORCE on a one week vacation, and bring them back as LEGAL GUEST WORKERS. It's the ULTIMATE SLAP IN THE FACE for America's hard working families.
    Step One: Secure the border

    A nation without borders is not a nation, and across this country Americans are anxious about the security of our border. In 2005, Customs and Border Patrol stopped 1,189,114 people from illegally crossing the border. Of that number, approximately 165,000 were from countries other than Mexico.

    Which means over ONE MILLION of those captured WERE FROM MEXICO, yet Pence does not call for the building of a fence...there would be no need for one. Stop at a Ellis Island station, buy a cup of coffee, fill out a form, and WELCOME TO AMERICA, you are officially a GUEST WORKER. Pence's own numbers here show us that MEXICO is the problem, and that securing our SOUTHERN BORDER would eliminate most of the problem of illegal entry into America. Further, as a part of immigration reform, how about SANCTIONS against countries that ENCOURAGE THEIR CITIZENS to BREAK OUR LAWS where immigration is concerned.
    We can control our borders. To that end, the House of Representatives got off to a great start in December 2005 by passing H.R. 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005. The Judiciary Committee and the Homeland Security Committee put together a strong bill that will secure our borders. The Pence Plan includes H.R. 4437 in its entirety with only minor changes.

    The Judiciary Committee is CODE WORD for the McCain/Kennedy RAPE AMERICANS and GRANT AMNESTY BILL. Further, we saw this week the Senate's real intent when they refused to fund the building of the three hundred miles of fence and 500 miles of road barriers called for IN THEIR OWN BILL. Further, notice the CAVEAT Pence sneaks in regarding the House Bill 4437....with only MINOR CHANGES...trust me, they are NOT SO MINOR.

    The House-passed bill adds port of entry inspectors, ends catch and release, puts to use American technology such as unmanned aerial vehicles and requires the building of a security fence across approximately 700 miles of our Southern border.

    Which most SANE AMERICANS embrace, and are demanding...in fact, we want a fence along all 2000 miles of our Southern Border, but 700 miles was a GOOD START.

    My bill mandates that the border be secured before the guest worker program can begin. It does so by requiring that the Secretary of Homeland Security certify to the President and Congress that operational control over the border has been substantially achieved prior to the implementation of the temporary guest worker program described in Step Three.

    OH...this makes me feel good....NOT. Homeland Security is a FAILURE. Further, notice that there are no criteria to DEFINE OPERATIONAL CONTROL. Further, even if there were some CONCRETE CRITERIA, Homeland Security has a OUT you could drive a TRUCK THROUGH with the caveat that said criteria only need to be substantially achieved. Trust me, substantially is a normal RUSE used by our government to give us FAKE Assurances. Substantially can be ANYTHING....well, there is no fence, no funding for a fence, and yes the bill calls for 11,000 new Border Patrol Officers, but we have decided that 124 New Border Patrol Officers is a SUBSTANTIAL, and shows we are achieving our goals, so lets start the Guest Worker Program.

    Step Two: Say no to amnesty in any form

    My bill offers a no amnesty solution to the problem of twelve million illegal aliens living in our country. Some argue that there is no amnesty if these twelve million illegal aliens are required to pay a fine or back taxes. I disagree. That is what the Senate passed. I believe no bill is better than a bad bill that grants amnesty to millions of illegal immigrants.

    CAREFUL FOLKS....here comes the FLIM FLAM, this is where he tries to hook you into his PONZI SCHEME!

    Amnesty is not the answer. It only will worsen the problem because it will cause more people to come here illegally with the hope of someday having their status adjusted. Amnesty is allowing people whose first act in America was an illegal act to get right with the law without leaving the country. Allowing twelve million illegal aliens to stay in our country instead of leaving and coming back legally is amnesty, no matter if fines or back taxes are paid, or how it is otherwise dressed-up or spun by its proponents. The only way to deal with these twelve million people is to insist that they leave the country and come back legally if they have a job awaiting them.

    SMOOTH, give Pence that! THEY HAVE TO LEAVE! It almost brings tears to your eyes unless you ARE PAYING ATTENTION....remember those Ellis Island Centers just over the border? CAN WE SAY TURN STILES? You just walk right out and you come back in, once you were illegal but now you are a guest, you can get everything you want at Pence's Ellis Island Centers! IN TIJUANA...(this last paragraph should be sung to the tune of Alices Restaurant of Arlo Guthrie Fame.) NOT ONCE, BUT TWICE he sneaks in the REAL HORROR....they leave the country as ILLEGALS and COME BACK LEGALLY....all 12-20 MILLION OF THEM! PLUS, even the penalties and back taxes are GONE.

    Step Three: Enact a no amnesty guest worker program using private-sector firms

    PRIVATE SECTOR FIRMS in charge of our IMMIGRATION! OH YEAH, now there is a VERY SCARY CONCEPT, and the PENCE PLAN in a nut shell....come on America, we do not need more GOVERNMENT, we need LESS GOVERNMENT. Let's end this foolishness, and turn the whole mess over to PRIVATE BUSINESS, you can TRUST US.

    Therefore, the solution is to set up a system that will encourage illegal aliens to self-deport and come back legally as guest workers. Private worker placement agencies that we could call “Ellis Island Centers” will be licensed by the federal government to match willing guest workers with jobs in America that employers cannot fill with American workers.

    Read that above paragraph AGAIN...do you see ANY PROTECTIONS for AMERICAN WORKERS, any PROTECTION of our WAGE BASES? That's RIGHT, NONE. All and employer has to do is say, GEE, I could not find an American willing to take this job for six bucks and hour (even though prevailing wage is $12.00 and hour) so could you please find me 20, no make that 30 GUEST WORKERS.

    U.S. employers will engage the private agencies and request guest workers. In a matter of days, the private agencies will match guest workers with jobs, perform health screenings, fingerprinting, provide the appropriate information to the FBI and Homeland Security so that a background check can be performed and provide the guest worker with a visa granted by the State Department. The visa will be issued only outside of the United States.

    DID YOU READ THAT...A company sends in a request, and in a matter of DAYS, a willing worker is processed, screened, back ground checked, and given a VISA so that they can walk right in and STEAL YOUR JOB LEGALLY.


    The process that I just described to you will only take a matter of one week, or less. That is the beauty of the program. Speed is so important. No employer in America wants to lose employees for an extended amount of time. No worker who is earning money to feed and clothe a family can afford to be off the job for long.

    AGAIN FOLKS....the WHOLE PROCESS takes less than a week...and that is the time frame envisioned to PROCESS the 12-20 million ALREADY HERE...how quickly could you be tossed out on the street and replaced by a Guest Worker once the back log has been processed.....HOURS?

    But, an employer faced with a looming requirement to verify the legality of its employees and stiff fines for employing illegal aliens will be willing to use a quick system to obtain legal employees. And, an illegal alien currently employed in America will be willing to take a quick trip across the border to come back outside of the shadows and into a job where he does not fear a raid by Immigration and Customs Enforcement.

    SEE WHAT I MEAN....all 12-15 MILLION ILLEGALS take a one week VACATION, and WALLA no more illegal aliens. PROBLEM GONE, CHEAP LABORERS SECURED FOREVER...need more, no problem. Having Union Problems...no problem, put in a Guest Worker Reguest, and toss out the WHOLE LOT OF THOSE UNGRATEFUL AMERICANS.

    Imagine for a moment asking millions of people to line up at the U.S. Consulate in Mexico City to obtain a visa to come to America and work as a guest worker. It would be a disaster. Now, imagine private companies competing against each other to process guest worker applicants and match the applicants with open jobs. Imagine the application of American business ingenuity to this process. That, my friends, is why this program will work.

    OH YES, SO SWEEEEEEEEEEEET....for a few companies that will charge a nice little sum to PROCESS these folks through....Pence's plan cuts out the Mexican COYOTES, and replaces them with Ameircan Corporate COYOTES that are doing it with the blessing of the United STates Government!

    -Limited number of guest worker visas
    The number of guest workers will be limited. After the program is up and running, there will be a period of three years when the market and the needs of U.S. employers will set the limit on the number of guest workers. Not letting the market and the needs of employers govern the number of guest workers initially will prevent illegal aliens from being willing to self-deport. After three years of the program, a reasonable limit on the number of W Visas will be determined by the Department of Labor based on employment statistics, employer needs and other research. After the three-year window has closed, this limit will be strictly enforced.

    DID YOU GET THAT....for three years, FREE MARKET and US Employers will have free reign, and then based on THEIR NEEDS, based on the NUMBERS they create and generate in that three years will be the criteria used to set up a LIMIT to be established by the Department of Labor....THAT MAKES ME FEEL BETTER.....NOT. Hell, in three years, every LEGAL AMERICAN CITIZEN could be replaced with a Guest Worker under the Pence plan.

    -Limited time to be a guest worker in America
    There also will be a limit on the amount of time a guest worker can spend in America. Guest workers will be allowed to renew their W Visas, but only for a period of up to six years. At that point, the guest should decide whether to return home or enter the separate process of seeking citizenship. We cannot have people coming to America as permanent guest workers. That is why having a six-year limit is important. It keeps the meaning of the word “guest” in guest worker.

    READ THAT CAREFULLY FOLKS...six years...and during that time, the GUEST WORKER needs to decide if they want to enter onto a CITIZENSHIP PATH. Further, we already have ten percent of Mexico's citizens living here....with the Pence Plan, they could all just take turns...every six years, rotate in a NEW CROP.

    -English proficiency required for first renewal
    In order to receive their first renewal, guest workers will be required to study English and pass an English proficiency class. If America is willing to invite you to come and work, I believe that after two years of working here, the guest worker should be willing and able to speak basic English. They also will be required to pass an updated background check. We are not going to allow criminals to come and work in America.

    HOLD ON HERE....

    A) Define BASIC ENGLISH?

    B) Required to pass and UPDATED background check? Does this little caveat not make you wonder just how INCOMPLETE that Ellis Island less than a week background check was?
    -Secure identification cards
    The W Visas themselves will be issued in the form of secure wallet-sized cards, similar to the cards described and endorsed by the President. Employers will swipe them to verify the guest worker’s eligibility. Border patrol agents will swipe the cards to confirm the guest worker is allowed to enter the country. The card will contain information about the job the guest worker is coming to perform, and it will contain personal and biometric information so that the guest worker can be tracked. If a guest worker is fired, convicted of a crime, or just disappears, the card will be cancelled, preventing another employer from hiring the person.

    So in short, you are giving them a ID that gives them FULL CITIZENSHIP RIGHTS with none of the NORMAL requirements?


    -U.S. employers must attempt to hire American workers
    Before going to a placement agency with a job, U.S. employers must try to hire American workers. They will have to attest their efforts to the agency. Believe me, this is a tough requirement that will protect the American worker because people will be watching and checking-out employers.

    We all know about those ATTESTMENTS....sure George Bush, you know I tried to hire AMERICANS...wink wink...let me sign that form, and we can get down to business...I need FIVE HUNDRED CHEAP LABORERS.

    Step Four: Strict employer enforcement

    With a guest worker program in place, there is no reason why an employer ever should hire or continue to employ an illegal alien. Employers who choose to operate outside of the system, however, must face tough fines in order to be made to comply. That is what the enforcement system and the new fine structure will do.

    WHY HIRE ILLEGALS when Pence gives them a BLANK CHECK to hire as many cheap workers as they want?

    The strict employer enforcement contained in the House-passed bill is contained in my bill. It sets forth a nationwide electronic employment verification system through which employers will verify the legality of each prospective and current employee. As a final incentive, my bill requires that in order to hire a guest worker, the employer must be a participant in the employment verification system.

    GEE, that's BIG OF YOU PENCE....Who wouldn't want to be a part of a system that lets an employer LEGALLY get rid of their EXPENSIVE AMERICAN WORKERS, and replace them with SCAB LABOR?

    Conclusion: We can do this

    I believe the Border Integrity and Immigration Reform Act is a solution that conservatives can embrace. I believe this legislation is a solution that those opposing amnesty can embrace. I believe this proposal offers a solution that those calling for humane treatment of the illegal aliens in our midst can embrace. And, I believe that this solution is one the American people can embrace. This is the real rational middle ground.

    GUESS AGAIN....this is EVEN WORSE than the McCain/Kennedy RAPE AMERICAN WORKERS AMNESTY for ILLEGALS bill. THANKS, but NOT THANKS.

    Technically, simply entering their embassy would suffice, since an embassy is considered to be foreign soil in the host country.

    And yes, this Pence plan is a a gigantic scam meant to lull people into thinking that some serious measures are being taken, when in fact just the opposite is true.

    The plan is to simply wear us down, all the while screaming that we must have "comprehensive immigration reform" this year.

    It just might work.
    It's like hell vomited and the Bush administration appeared.

    SIDE NOTE:
    I believe that this bill was in the works quite a while ago and that the Kennedy/mccain bill was a front. The purpose being that Pence would ride in on his white stallion with NO AMNESTY salvation plan after Americans were exausted from fighting kennedy&mccain....
    and we would lap Pence's plan up, grateful that 'someone' was saving us.
