PHOENIX (AP) - Phoenix police chief Jack Harris has been reassigned pending a city review of kidnapping statistics used to win federal grant money.

City Manager David Cavazos announced Thursday that Executive Assistant Chief Joe Yahner is now acting police chief and will take over the day-to-day operations of the Phoenix Police Department.

Cavazos said at a news conference that some of the kidnapping statistics used to win $1.7 million in federal grant money were mislabeled.

The city now plans to assemble a group of independent experts to review the police department's reporting processes and kidnapping statistics from 2008.

The panel is expected to develop recommendations and report its findings to the Phoenix City Council within 60 days.
