I agree with you 2nd two minds and zero dollars and the COST EFFECTIVE, PRACTICAL CONSTRUCTION ideas roll forth. That's because their goal is to save this country not to dismantle it as apparently the "committees" are.
What I mean by Zone, is in each border state, (Calif., Arizona, New Mexico, and Texas) would create an one mile wide Industrialized zone, that would be developed with half mile grid surface roads, around existing farms, ranches, and border towns, any state or county roads would be incorporated. The existing border easement is 60 ft. this could be increased to 200 ft. for a new four lane Highway, where the east bound (2) lanes. Would be used during the wall and fence erection, and for east and west patrols of the border during construction. Or until the west bound lanes were completed. The right of way, would also allow for gas and oil pipelines from the West coast ports* (either in Calif. or Mexico) to Gulf coast ports. This would entirely be build with U.S. citizens workers and Construction Companies. According to our Constitution, (post offices and post roads) and under the Interstate Highway Transportation Act of 1956, for defense and security. Paid with the Highway Trust Fund, and gasoline tax dollars and DOT appropriations.
(Not with Spains involement, or any other country. Not with toll roads, but with transport goods and road tax)
* West Coast Ports, being gas/oil terminals, and Cargo container terminals. But with DOT/U.S. Customs Inspection Yards in the Zone away from north/south highways, where all trucks and cargo containers would be scanned and or inspected, before being allow travel into the heartland.

The zone could also provide egress from new Military/National Guard Training Camps/Areas, just north of the zone, adding to security along the border. The Training Camps, could also be testing grounds for new combat systems ( mini-Yuma's along the border). Air Fields/weapons ranges, and PX's.

Developement in the Zone, close to existing towns, would be for business park type mini-malls, build to suit lots, pre-built factories, warehouses, etc. Landscaping and greenways, waterwells/reservoirs, financial centers, etc.

The Zone would be a security buffer, with increased U.S. civilian/military personal per square mile in all areas, day and night. Any Manufacturing or Hi-Tech Co. would also have on site security.

There could even be Bars, Cocktail lounges, and Comedy Clubs, where we can hear the comedic Plan over and over.
