I don't know what to make of this. The pro-illegal alien group MAPA and Hermandad Mexicana claims that the government of Mexico City is selling Mexican driver's licenses in Los Angeles. This group is not happy with that since the drivers' license will not protect a mexican from arrest for driving with out a license.

IMMIGRANTS WILL PROTEST ARMANDO QUINTERO'S NEW VENTURE


TRANSPORTATION SECRETARY ARMANDO QUINTERO PORTENDS GREAT HARM TO MEXICAN UNLICENSED IMMIGRANTS IN CALIFORNIA



We recently received information about a "new" Mexican driver's license program to be launched by Secretary of Transportation of Mexico's Federal District, Armando Quintero, on Saturday, October 25, 2008, 11:00 a.m., at the Casa of Mexico City, DF in the city of Lynwood. And, we have many concerns and questions.



The program to be initiated by Mr. Quintero provides for no legal support, advocacy, or legal defense for the individual Mexican citizens who would purchase the Mexican driver's license and use the same to operate a vehicle in California, or outside of California;


The program does not contemplate that the Mexican citizens driving with a Mexican driver's license would meet all the existing California standards for operating a vehicle in the state, most especially the purchase of auto insurance;


The program does not plan for a civic advocacy for assuring the political acceptance of the Mexican driver's license in the state of California as a legitimate government issued document to operate a vehicle in a foreign state or country;


Mr. Armando Quintero is not even aware of the legal basis in California law that would provide for such a possibility, and the legal implications of issuing the Mexican driver's license in the state of California to unlicensed drivers;


Why would we be so bold to make these statements? More than one year ago, Nativo Vigil Lopez, National President of the Hermandad Mexicana Latinoamericana, met with Transportation Secretary of Mexico City, DF, Armando Quintero, and other representatives of the Mexico City D.F. office of the mayor, and explained in great detail about Hermandad's project on the Mexican driver's license as a social advocacy endeavor to push California towards issuing a California driver's license to unlicensed undocumented immigrants, Mexicans and all others. Mr. Quintero committed to work with Hermandad to pursue the project, and assist all Mexicans to obtain a driver's license, legally and provide for their proper legal defense and advocacy, both Mexican and California. This was not considered a business enterprise, but a social advocacy project to right a wrong committed against undocumented immigrants in the state of California and now most other states in the U.S.



Mr. Armando Quintero has taken a viable social advocacy project and turned it into a business enterprise to raise money for the Mexico City, D.F. government with no concern for the legal implications imposed on the recipients of the Mexican driver's license as presented by Mr. Quintero's office of the Secretary of Transportation.



Take as an aside the stealing of intellectual property – the complete project presented to Mr. Quintero by Hermandad Mexicana Latinoamericana, which has also met with at least ten Mexican state governments about the project since 2003, including the previous Mexico City, D.F. administration of Andres Manuel Lopez Obrador, - the potential legal harm, prejudice, and damage to Mexican undocumented immigrants will be catastrophic with absolutely no legal and advocacy network to catch them as they fall into the web of police and judicial accusation and prosecution. Instead of helping the undocumented unlicensed immigrant drivers, Mr. Quintero will be dumping them into a legal nightmare. Nevertheless, Hermandad Mexicana Latinoamericana reserves the right to pursue legal remedies for the outright usurpation of the project by the Mexican City government.



The political implications for such a disaster for the current mayor of Mexico City, D.F., Marcelo Ebrard, are obvious. Hermandad Mexicana Latinoamericana, the Mexican American Political Association (MAPA), and other immigrant advocacy organizations and Mexican immigrants from Mexico City will gather at the ceremony on Saturday (10905 Atlantic Ave., Lynwood, CA 90262) to demand that the Mexico City government stop experimenting new business enterprises on and in the Mexican immigrant communities of California similar to other failed ventures that sought to channel remittances from Federal District origin immigrants through the CASAS de Ciudad de Mexico and their Tarjeta Migrante, sponsored by BANORTE, and the office of the mayor of Mexico City, which would receive its commission for each remittance processed.
