Protecting our fish?

Do the people of California even realize how much safer they are this year compared to last? Our leadership in Sacramento really has our personal safety interest at heart.
This fact was driven home to me at Christmastime, when I received a voucher instead of a 2012 California fishing license. My daughter, who has purchased licenses for me for Christmas for the past 15 years, informed me that she was unable to get one without my driver's license. I assume they do not want illegal aliens fishing.
We are all aware that, here in California, you do not need a valid driver's license to collect welfare or food stamps or register to vote. I am not sure why, but it does seem a little odd that the children of illegal immigrants can attend our schools at a discount and our children cannot purchase a fishing license.
