    Question About Rules

    If Dingy Harry Reid can't scrounge up enough votes for passing the House version of DREAM in the Senate, is it possible for him to attach to the Omnibus, or an appropriations bill, and ram it through that way? Is there an expert in process who can answer this question? Because I just asked Mickey Kaus and he seems worried, but is also unsure.

    Actually Harry has a lot of options

    But he would still need 60 votes for most of them

    But to me there seems like only two ways to pass this before Congress adjourns. He's tried the route of attaching it to a broader bill, like the defense appropriations, and that's failed. Now he's trying to force it through the Senate by leaning on pro-amnesty Republicans to vote for it as a stand-alone bill. I want to know if it's somehow possible to combine the two.

    I really don't know enough about the rules of the Senate to speculate with any sort of authority.
