Once vetted and identified, we can then give them a temporary form of identification and/or a work visa so that they can work in this country.
No, no, NO WAY should anyone that broke our laws to be here be given anything!
By the end of the visa period, these immigrants MUST show progress toward learning the English language, obtaining gainful employment, and actively being part of the US naturalization process. Any one who fails to take those steps will not receive a renewal of their visa and will be deported. Anyone not wanting to become American would follow the current program for work-visas, IF work and visas are available.
So, this option is based on the previously spouted stupidity about visas. Since we have little control over who is overstaying their visas, or those with visas who do not work at the job they came here for, how does this gentleman expect us to overcome this problem without massive government spending?
Most of his points are pretty good, but they just fell apart with the work visa statements, and not being able to deport all illegals. That would be better spent dollars than tracking down new visa-holders who have just disappeared into society.
And it ain't only Mexicans that are here illegally. They are from all countries in the world.

A major immigration reform that is absolutely necessary is control of visas. First, employers need to PROVE that they in fact cannot fill job vacancies with qualified US citizen workers, and the labor department must VALIDATE that proof before visas are even issued. There also needs to be a cap on all visas well below existing levels, and that cap should be established by department of labor calculations based on the proof submitted by employers. The dept of labor should also ensure all visa holders leave the country upon expiration of the visa unless an employer can justify renewing the visa or extending it. Same burden of proof and validation apply. This is necessary since nearly half of the illegal aliens in this country got here legally under the visa program and stayed after their visas had expired. This does not have to overly expensive, especially when compared to the cost so far of the alternative of not managing visas. Create a database for all visas issued that includes the expiration data, personal data of the worker, and key data relative to the employer. Additional costs of this type of program should be borne by the employers and could be incorporated into the cost to the employer for each visa issued. Employers would be held accountable for ensuring the foreign worker stays under their control thru the life of the visa and for notifying the dept of labor for any deviation to visa requirements should the foreign worker wander off the reservation. If employers were held more responsible, were subject to fines for mismanagement, were subject to being barred from using the visa program for failure to comply will all requirements, and had to pay more for the privilege they might reconsider their concept of cheap labor and their actual needs for foreign labor.

Enforcement of immigration laws, effective management and control of the visa programs, and mandatory use of e-verify should be the foundation of any immigration reform implemented.
