Records: Alton man claims Gulf Cartel connections, threatens to have officers beheaded

When Alton police arrested a 41-year-old man last week, he claimed to have Gulf Cartel connections and threatened “to have those officers killed and beheaded.”

Police arrested Jaime Salinas Garibay, 41, of Alton on Thursday afternoon, according to the criminal complaint against him.

Municipal Judge Carlos Ortegon charged Garibay with making a terroristic threat against a public servant, a Class A misdemeanor, and resisting arrest, a Class A misdemeanor.

Garibay remained in jail Tuesday afternoon and couldn’t be reached for comment.

At 1:51 p.m. on Sept. 10, police received a call about an intoxicated man on the 400 block of South Alton Boulevard, according to the criminal complaint.

“Officer M. Ramos arrives at the location and saw a male subject matching the description given,” according to the criminal complaint. “Officer Ramos recognized the male subject as being Jaime Garibay from past encounters.”

Police have arrested Garibay numerous times, according to Hidalgo County court records.

Garibay pleaded guilty to assault on a public servant, a third-degree felony, according to Hidalgo County court records. He received two years probation.

While on probation, Garibay was charged with making a terroristic threat, evading arrest, criminal mischief and public intoxication, according to Hidalgo County court records. Garibay also failed to pay court costs and other fees.

State District Judge Rudy Delgado revoked Garibay’s probation on March 16, 2010.

By the time police encountered him last week, Garibay had accumulated several warrants — and the officer attempted to arrest him.

“At that point Mr. Garibay started using profane language and started to struggle with the officers,” according to the criminal complaint.

After a lengthy struggle, police cuffed Garibay and took him to the city jail for booking.

“Jaime Garibay started threatening officers, especially Officer Ramos, by saying he had strong ties to the Gulf Cartels in Mexico and that he (Jaime Garibay) would order a hit against Officer Ramos and have him killed,” according to the criminal complaint. “Mr. Garibay also started he knew where some of the Alton police officers lived and that he was going to tell people from the Gulf Cartel so to have those officers killed and beheaded.

“Mr. Garibay kept saying it was going to happen, that he was not playing around,” according to the criminal complaint.
