I don't understand the legislation rescheduling process in Congress.
Can the OBL Congresscritter resubmit the same bill immediately after it is defeated?
Must it be substantially rewritten, or just a word or two changed here and there?
Must it go through the same committee again for those persons to say the same
things and do the same things concerning the bill that was previously defeated?
Can the OBL Cc postpone the resubmission until the opportune moment
when an (R) Senator is homebound with pneumonia?
Why doesn't "No" in Congress mean, "For the last time, NO!" instead of "No, for the moment - try again later"? By the prevailing "logic", when a bill is passed, it could be immediately resubmitted for repeal.
After a court rules "not guilty," the plaintiff doesn't get to keep suing the case until he gets the result he wants.
