    Reid forcing new cloture vote now 8:30 pm EST

    They are taking a roll call in preparation for the 2nd cloture vote

    They've announced that they're waiving the quorum...is that legal?

    quorum wont help them with a cloture vote.

    They must have 60 votes to win on cloture.

    They were calling a quorum as a proceedure, but Reid waved it partly because prior to Cloture, they do roll call instead so it makes quorum worthless.

    Quorum is just checking to see if they have a majority for amendment votes. I thought they had another amendment up but Reid said so much I'm not sure what he did except go to cloture.

    They need 60 votes to get cloture, they can't get 60 with 41 no's.
