Congressman Holding Responds to Passage of Senate Immigration Bill

WASHINGTON, D.C – Today, Congressman Holding released a statement in response to Senate passage of its immigration bill:

“Our immigration system is broken, and we should be more concerned with getting immigration reform right than getting it done quickly. I cannot support the bill passed by the Senate yesterday – this lengthy and hastily drafted bill makes immigration reform a single issue, and does not give careful enough consideration to each individual, complex issue. I am also concerned that this bill costs too much and doesn’t do enough to secure our borders. We need to enforce current laws before considering new ones, and as a former federal prosecutor, I cannot support a blanket amnesty for those who have come here illegally. We should focus on securing our borders and reforming our immigration system for those who want to come to our country legally because they believe in the opportunities to work hard and be successful here – not for those who break the law.

The House Judiciary Committee has looked at many issues individually – considering several bills rather than one flawed and sweeping bill. Just last week the Committee approved bills to strengthen the interior enforcement of our immigration laws and to create a new, reliable temporary agricultural guestworker program. This week, the Committee approved bills to verify employment eligibility, and to provide visas to high-skilled immigrants. I believe this process of looking at each issue individually will allow us to better make real reforms to our broken immigration system.”

Illegal Immigration. During consideration of the Homeland Security appropriations bill (H.R. 2217), Rep. Steve King (R-Iowa) offered an amendment to "prohibit the use of funds to finalize, implement, administer, or enforce" the Obama administration policies regarding illegal immigrants known as prosecutorial discretion, which "seek to implement an administrative amnesty policy."

Rep. King went on to remark: "This is an that prohibits the resources from being used to enforce [prosecutorial discretion], amendment and it conforms with the Founding Fathers' vision, and it conforms with the Constitution in that the President cannot defy his own oath of office. He can't defy the Constitution. The President can't take on Article I authority and legislate by executive order or edict or press conference. That's the job of this Congress. That's why we are Article I. He is Article II."

The House adopted King's amendment on June 6, 2013 by a vote of 224 to 201 (Roll Call 20. We have assigned pluses to the yeas because only Congress has the power under the Constitution "to establish an uniform Rule of Naturalization."
