    House Debates DHS Funding Bill

    (June 13) The House will resume debate on H.R. 2638, the fiscal year 2008 Department of Homeland Security (DHS) appropriations bill, at some point after 10 a.m. today. Several border security-related amendments are likely to be offered in light of the fact that S. 1348, the Senate amnesty/guestworker bill, has been taken off the table – at least, for the time being.


    (June 13) The House has resumed debate on H.R. 2638, the fiscal year 2008 Department of Homeland Security appropriations bill. Yesterday, debate on the measure was slowed by Republicans, who attacked the bill with minor amendments after they lost a vote that would have forced the House to allow debate on earmarks (i.e., appropriations either targeted for a specific project or purpose or that circumvent the merit-based or competitive allocation process) while spending bills such as this are on the floor.

    Delays notwithstanding, over 100 amendments have been filed for the bill, but, at present, NumbersUSA is unsure which amendments will be brought up for debate on the House floor. NumbersUSA expects several border security-related measures may be offered, considering that: (1) S. 1348, the Senate amnesty/guestworker bill, was rejected by the Senate last week and, currently, is in legislative limbo; and (2) the House Rules Committee voted to permit all "relevant" amendments to the bill to be offered to a bill, without restrictions.

    Some amendments, which are sponsored by members of the Congressional Immigration Reform Caucus, have been shared with NumbersUSA. These include measures to:

    Prohibit paying government contractors for their work unless a contractor participates in the Basic Pilot employment verification program and verifies the eligibility of their workers to hold jobs in the United States (Rep. Darrell Issa [R-Calif.]);
    Adds $150 million for grants to state and local governments for implementation of the REAL ID program, which requires state driver's licenses to meet new standards in order to be used for Federal identification purposes (Rep. Brian Bilbray [R-Calif.]);
    Fully fund the President’s Budget Request ($26.4 million) for the training and support for the voluntary participation of local law enforcement officers in immigration law enforcement (Rep. Thelma Drake [RVa.]), an important force multiplier in the fight against illegal immigration;
    Prohibit Federal funds from being distributed to state and local governments who refuse to share information with federal immigration authorities by adopting “sanctuary policiesâ€

    Sounds like the House watched the rath of the American people fall on top of the Senators' heads and didn't want the same for themselves.

    Bush better not veto this bill, he was willing to spend trillions to keep illegals here.
