I think the "El Mexicano" is just a name brand of products found in many grocery stores these days. I've seen those trucks on the highways myself. Probably the trucks themselves are okay and originating in the US, but maybe the drivers are just lousy. I would look up the company and see where they are based.
El Mexicano is a brand owned by the Marquez Bros. They are out of San Jose, with other distributing ports in other California cities.

MARQUEZ BROTHERS INTERNATIONAL S. A. de C. V. is an enterprise that produces Traditional Mexican Food under the brand EL MEXICANO. They currently export to USA, UAE, Japan, UK, and Denmark.
They have a lot of affiliates in the U.S. so it is hard to say whether this truck originated in Mexico or the U.S.
