"TROOP-SWAP" - Canada and U.S. Prepare for Civil U

Canada and the U.S. have signed a troop-swap agreement, which allows each nation to call on the other for help during "civil emergencies".
From Canada.com:
Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other’s borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.
Neither the Canadian government nor the Canadian Forces announced the new agreement , which was signed Feb. 14 in Texas.
Hopefully future "civil emergencies" won't require Storm Trooper-esque tactics we saw during the G20 protests in Toronto last summer. The following video shows how quickly essential human rights can be thrown out the window, even "here".
