    • President Trump announced a $5 million "gold card" visa program to attract wealthy foreign investors and potentially eliminate the $35 trillion national debt.
    • The program replaces the EB-5 visa, criticized for fraud, with stricter oversight and higher investment requirements.
    • Trump claims the initiative will generate trillions in revenue, create jobs, and reduce taxes for U.S. citizens.
    • Over 100 countries have similar "golden visa" programs, and the U.S. aims to compete globally for high-net-worth individuals.
    • The program launches in two weeks, with thorough vetting to ensure applicants are "world-class global citizens."

In a move aimed at revitalizing the U.S. economy and addressing the nation’s staggering $35 trillion debt, President Donald Trump announced a proposal for a new “gold card” visa program on Tuesday. The initiative, which would offer wealthy foreign investors a path to citizenship for $5 million, could generate trillions in revenue, potentially eliminating the national deficit.
Speaking at the White House, Trump framed the plan as a win-win for the U.S., attracting high-net-worth individuals who would invest in the economy, create jobs, and pay taxes.
“They’ll be wealthy, they’ll be successful, and they’ll be spending a lot of money and paying a lot of taxes and employing a lot of people,” Trump said. “We think it’s going to be extremely successful.”
The program, set to launch within two weeks, would replace the controversial EB-5 visa program, which has been criticized for its susceptibility to fraud and abuse.
    Replacing a flawed system

The EB-5 program, established in 1990, was designed to stimulate the economy by granting green cards to foreign investors who invested at least $1 million in U.S. businesses, creating or preserving jobs. However, the program has been plagued by issues, including lax oversight and allegations of fraud.
Commerce Secretary Howard Lutnick, who joined Trump at the announcement, called the EB-5 program “full of nonsense, make-believe, and fraud.” He emphasized that the new “gold card” would raise the bar for investors while streamlining the process.
“It was a way to get a green card that was low price,” Lutnick said. “So the president said, rather than having this sort of ridiculous EB-5 program, we’re going to end the EB-5 program. We’re going to replace it with the Trump gold card.”
The new program would offer permanent legal residency and a pathway to citizenship, with the $5 million price tag significantly higher than the EB-5’s minimum investment. Trump suggested that selling 10 million cards could generate $50 trillion, far exceeding the national debt.
A global trend with local benefits

The U.S. is not alone in offering such programs. More than 100 countries, including the United Kingdom, Canada, Spain, and Australia, have “golden visa” programs that grant residency or citizenship to wealthy investors. These initiatives have proven successful in attracting capital and talent, and Trump’s plan aims to position the U.S. as a top destination for global elites.
The program would also benefit American workers, as wealthy investors are expected to create jobs and stimulate economic growth. Trump emphasized that the revenue generated would be earmarked for reducing the national deficit, potentially lowering taxes for U.S. citizens.
Trump and his administration remain confident in the program’s potential. Lutnick assured reporters that applicants would undergo thorough vetting to ensure they are “wonderful, world-class global citizens.”
Trump explained, “It’s somewhat like a green card, but at a higher level of sophistication, it’s a road to citizenship for people, and essentially people of wealth or people of great talent, where people of wealth pay for those people of talent to get in, meaning companies will pay for people to get in and to have long, long term status in the country.”
As the U.S. prepares to roll out the program in the coming weeks, it will be interesting to see if this ambitious initiative lives up to its promise. Trump’s “gold card” could be a game-changer for the U.S. economy—and a golden opportunity for the nation’s future.

“They’ll be wealthy and they’ll be successful and they’ll be spending a lot of money and paying a lot of taxes and employing a lot of people,” Trump said, adding, “And we think it’s going to be extremely successful.”“And if you add up the numbers, they’re pretty good. As an example, a million cards would be worth $5 trillion,” Trump said. “And if you sell 10 million of the cards, that’s a total of $50 trillion.”
The president noted revenue from the program would be earmarked to reduce the deficit, but that it could exceed expectations and bring in $50 trillion far surpassing the $35 trillion US debt.
Trump added that Congress’s approval was not needed, asserting the program complies with existing immigration laws since it functions as a green card initiative, offering a pathway to citizenship without directly granting it.
Trump also noted other countries, including “51st state” Canada,” already have similar programs in place.

WASHINGTON, Feb 25 (Reuters) - U.S. President Donald Trump on Tuesday floated the idea of replacing a visa program for foreign investors with a so-called "gold card" that could be bought for $5 million as a route to American citizenship.
Trump told reporters he will replace the "EB-5" immigrant investor visa program, which allows foreign investors of large sums of money that create or preserve U.S. jobs to become permanent residents, with a so-called "gold card."

The EB-5 program grants "green cards" to foreigners promising to invest in U.S. businesses.
"We are going to be selling a gold card," Trump said. "We are going to be putting a price on that card of about $5 million," he added.
"It's going to give you green card privileges plus its going to be a route to (American) citizenship, and wealthy people would be coming into our country by buying this card," Trump said, adding that details about the scheme will come out in two weeks.
Trump added it is possible Russian oligarchs could qualify for the gold cards, when asked by a journalist if those people would be eligible. "Yeah, possibly. Hey. I know some Russian oligarchs that are very nice people," he said.

The EB-5 Immigrant Investor Program, administered by the U.S. Citizenship and Immigration Services, was created by Congress in 1990 to "stimulate the U.S. economy through job creation and capital investment by foreign investors," according to the USCIS website.
"The EB-5 program ... it was full of nonsense, make believe and fraud, and it was a way to get a green card that was low price. So the president said, rather than having this sort of ridiculous EB-5 program, we're going to end the EB-5 program. We're going to replace it with the Trump gold card," Commerce Secretary Howard Lutnick told reporters on Tuesday.

President Donald Trump said that he plans to offer a “gold card” visa with a path to citizenship for $5 million, replacing a 35-year-old visa for investors.
“They’ll be wealthy and they’ll be successful, and they’ll be spending a lot of money and paying a lot of taxes and employing a lot of people, and we think it’s going to be extremely successful,” Trump said Tuesday in the Oval Office.
Commerce Secretary Howard Lutnick said the Trump Gold Card would replace EB-5 visas in two weeks. EB-5s were created by Congress in 1990 to generate foreign investment and are available to people who spend about $1 million on a company that employs at least 10 people.
Lutnick said the gold card — actually a green card, or permanent legal residency — would raise the price of admission for investors and do away with fraud and “nonsense” that he said characterize the EB-5 program. Like other green cards, it would include a path to citizenship.

About 8,000 people obtained investor visas in the 12-month period ending Sept. 30, 2022, according to the Homeland Security Department’s most recent Yearbook of Immigration Statistics. The Congressional Research Service reported in 2021 that EB-5 visas pose risks of fraud, including verification that funds were obtained legally.

Investors’ visas are common around the world. Henley & Partners, an advisory firm, says more than 100 countries around the world offer “golden visas” to wealthy individuals, including the United States, United Kingdom, Spain, Greece, Malta, Australia, Canada and Italy.

Trump made no mention of the requirements for job creation. And, while the number of EB-5 visas is capped, the Republican president mused that the federal government could sell 10 million “gold cards” to reduce the deficit. He said it “could be great, maybe it will be fantastic.”

“It’s somewhat like a green card, but at a higher level of sophistication, it’s a road to citizenship for people, and essentially people of wealth or people of great talent, where people of wealth pay for those people of talent to get in, meaning companies will pay for people to get in and to have long, long term status in the country,” he said.
Congress determines qualifications for citizenship, but Trump said “gold cards” would not require congressional approval.

Trump to introduce 'gold card' visa for wealthy investors with $5 million price tag: 'Route to citizenship'

Trump said the 'gold card' visa would attract 'wealthy people'
    Video at the page link

President Donald Trump suggested the introduction of a "gold card" visa on Tuesday afternoon — a potential opportunity for foreign investors to buy their way to American citizenship.

The U.S. currently offers a similar opportunity through the EB-5 Immigrant Investor Program, which was established in 1990 and is administered by the U.S. Citizenship and Immigration Services (USCIS). According to USCIS's website, the visa is open to investors who "make the necessary investment in a commercial enterprise in the United States," as well as "plan to create or preserve 10 permanent full-time jobs for qualified U.S. workers."
But Trump's recent suggestion would replace the EB-5 program, and instead, the Republican president plans to propose a "gold card" visa to the tune of $5 million.
"We are going to be selling a gold card," Trump explained to reporters. "We are going to be putting a price on that card of about $5 million."

"It's going to give you green card privileges, plus it's going to be a route to (American) citizenship, and wealthy people would be coming into our country by buying this card," the president continued.
When a reporter asked if it was possible for a Russian oligarch to obtain the card, Trump answered in the affirmative.
"Yeah, possibly," the U.S. leader replied. "Hey, I know some Russian oligarchs that are very nice people."

At least one other member of the Trump administration has signaled support for the measure. Speaking to reporters on Tuesday, Commerce Secretary Howard Lutnick accused the EB-5 program of being "full of nonsense, make-believe and fraud."
"It was a way to get a green card that was low price," Lutnick said. "So the president said, rather than having this sort of ridiculous EB-5 program, we're going to end the EB-5 program. We're going to replace it with the Trump gold card."

More information about the "gold card" is expected to come in the next few weeks. Other countries have similar visas: until 2022, the United Kingdom offered a Tier 1 (Investor) visa, which allowed a path to citizenship for foreign nationals willing to invest five to 10 million pounds.
