    A legislation backed by the Trump administration pushing for merit-based immigration and increasing the allotment of Green Cards by a hefty 45 per cent annually has been introduced in the House of Representatives, a move that could benefit Indian techies if signed into law.

    The legislation 'Securing America's Future Act' if passed by Congress and signed into law by US President Donald Trump will end the diversity visa programme and reduce the overall immigration levels from currently averaging 1.05 million to 260,000 a year.

    It seeks to increase the allotment of Green Cards by an impressive 45 per cent from the current 120,000 to 175,000 per annum.

    Indian-American technology professionals, who come to the US mainly on H-1B visas and opt for Green Cards or legal permanent residence status, are expected to be a major beneficiary of the 'Securing America's Futures Act'.

    As per unofficial estimate, there are nearly 500,000 Indians waiting in the queue for Green Cards and have to seek annual extensions of their H-1B visas. Many wait for decades to get their Green Cards.

    The H-1B programme offers temporary US visas that allow companies to hire highly skilled foreign professionals working in areas with shortages of qualified American workers.

    The increase in the number of Green Cards per annum is likely to reduce their wait period drastically.

    Having a Green Card, officially known as a Permanent Resident Card, allows a person to live and work permanently in the United States.

    However, the elimination of chain migration is likely to badly affect those Indian Americans who are planning to bring their other family members to the US.

    Observers say this could benefit technically-qualified people from countries like India and China.

    The legislation was introduced by House Homeland Security Committee Border and Maritime Security Subcommittee Chairwoman Martha McSally, House Homeland Security Committee Chairman Michael McCaul, House Judiciary Committee Chairman Bob Goodlatte and House Judiciary Committee Immigration and Border Security Subcommittee Chairman Raul Labrador.

    "This bill offers common-sense solutions that will finally secure our borders, better support our frontline defenders, strengthen interior enforcement, and get tough on those who break our immigration laws. With this the president at the helm, we have the opportunity to provide the security and rule of law our founding fathers intended," said McCaul.

    At the same time, it creates a renewable temporary visa for parents of citizens to unite families at no cost to taxpayers.

    The legislation creates a workable agricultural guest worker programme to grow the US economy, authors of the legislation said.

    Labrador said the bill will modernise America's immigration system for the next generation, enacting conservative reforms that will make the nation strong.

    "This carefully crafted legislation, which is aligned with the White Houses' immigration priorities, combines enforcement measures and increased border security to enhance public safety, ensure the door remains open to law-abiding immigrants, and restore the rule of law," said Goodlatte.

    In a late-night statement, the White House said the legislation "would accomplish the President's core priorities for the American people.

    President Trump says he plans to offer foreign workers imported to the United States by Silicon Valley tech conglomerates and multinational corporations every year a “potential path to citizenship” to encourage so-called “highly skilled” migration.

    Every year, more than 100,000 foreign workers are brought to the U.S. on the H-1B visa and allowed to stay for up to six years. There are about 650,000 H-1B visa foreign workers in the U.S. at any given moment. Americans are often laid off in the process and forced to train their foreign replacements, as highlighted by Breitbart News. More than 85,000 Americans a year potentially lose their jobs to foreign labor through the H-1B visa program.

    In a tweet Friday morning, Trump reversed course on his “Buy American, Hire American” executive order, saying he wants to offer a pathway to U.S. citizenship to the hundreds of thousands of foreign workers living in the country on the H-1B visa.

    “H1-B holders in the United States can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship,” Trump said. “We want to encourage talented and highly skilled people to pursue career options in the U.S.”

    Trump most recently told the media he wanted technology corporations to import and hire more H-1B foreign workers for coveted, high-paying white-collar jobs instead of those companies seeking American graduates in the tech fields.

    “It is contradictory that Trump wants to raise wages for Americans and also bring in more workers who will cut salaries,” an American technology professional told Breitbart News’ Neil Munro. “It is political suicide … because the tech workers believed [in 2016] he was the only one who stood up for them.”

    While Trump is now looking to streamline the H-1B visa to make it easier for employers to import foreign workers to take American jobs, the United States Citizenship and Immigration Services (USCIS) had been considering a regulatory change to tighten the program in order to ensure that American workers are not being readily replaced by mostly Indian male nationals.

    Trump’s tweet comes as business attempted to outsource nearly 420,000 American jobs in Fiscal Year 2018 to H-1B foreign workers rather than hiring U.S. workers.

    Last year, the laid-off Americans who sued Disney for replacing them with foreign H-1B workers announced they would be dropping their lawsuit after years of attempting to hold the corporation accountable.

    As Breitbart News previously reported, more than 2.7 million H-1B foreign workers have been approved to come to the U.S. to take American jobs between 2007 and 2017. During that same period, businesses tried to outsource almost 3.5 million American jobs to foreign workers instead of hiring Americans.

    About four million young Americans enter the workforce each year, many looking for white-collar jobs in the STEM fields. Those Americans’ prospects of finding work are crippled by the country’s legal immigration process, which admits more than 1.5 million immigrants and hundreds of thousands of foreign visa workers annually. Already, the wage-cutting business scheme has led to foreign-born workers overwhelmingly outnumbering Americans in the tech industry in Silicon Valley, California.

    When Trump was talking about merit-based immigration during his campaign, I don't think this is quite what we were expecting. I know damn well we weren't expecting him to lure them in with offers of citizenship! This is a very disappointing revelation.
