I feel like a good deal of illegal immigration is fueled by greedy entitlement. Some of this comes from State Government officials making commerce missions into Mexico. I thought possibly others might find info like this. Here is one I stumbled upon from the state of Idaho:

Now the resaon that this is important is because these relationships foster Illegal Alien networks thru agriculture. For example, take Armando Orellanas Director and Official Represenative to Jalisco Mexico for Idaho. He facilitates this exchange.

What these folk use as an avenue for invasion begins with "cultural exchanges" then sister city setups, then labor exchanges. In fact without the "cutural exchanges" it would make the illegal job finding much more difficult.

Now after this relationship is established you have this (an edited version):

After Illegal immigration became a major issue they released the above version. But before it was this:

Note the mention about:
In addition to a meeting with Risch, Ramirez spoke at the close of a special seminar on the health care his state provides to migrant workers traveling between Mexico and the United States.
In any event these so-called cultural exchanges are the wound opening for illegal alienism from Mexico.

The primary concern should be in relation to the establishment of these relationships with foreign governments, the facilitation of illegal labor movement and the negotiations that take place outside of public knowledge. Basically, the gov of Idaho engaged in illegal dealing outside of public discourse. These sister city relationships are a primary catalyst for illegal immigration. Tours they call them, the planting of demise say I.
