    Um, I think the original idea was that it would be based on CITIZENS, because we didn't expect to have any illegals!!

    For them to be counted is ridiculous. I can't get over WHY each time we KNOW there are illegals around (if they're getting a license, being counted in the census, getting welfare, going to school, using a hospital) we don't just DEPORT them right then and there!! It's so absurd to me that if we KNOW about them, we still let them stay!!
