Judge Teresa Stokes has attracted scrutiny on social media after it emerged that she presided over a previous case involving DeCarlos Brown Jr. months before he was accused of murdering a Ukrainian refugee.
Brown, 34, has been charged with the murder of 23-year-old Iryna Zarutska, who was stabbed in Charlotte, North Carolina, on August 22.



Charlotte Train Stabbing Ignites Public Safety Concerns

Records show that Brown has been arrested 14 times in over a decade and was diagnosed with schizophrenia.
He has previously been convicted of felony larceny, robbery with a dangerous weapon and communicating threats, leading to a six-year prison sentence in 2015 for incidents dating to 2013 and 2014. He was released in 2020; then, months later, he was charged with assaulting his sister.
Newsweek reached out to Mecklenburg County Court via email outside of normal office hours for comment.
The Context

The attack occurred on the Lynx Blue Line near the Camden Road area in Charlotte's South End shortly before 10 p.m., police said. A video released by the Charlotte Area Transit System shows Zarutska sitting on the train shortly before Brown allegedly stood up and stabbed her in the neck from behind with a folding knife.
Zarutska was pronounced dead at the scene, and a suspect was taken to the hospital for treatment due to a hand injury. A folding knife was located near the platform, according to the Charlotte-Mecklenburg Police Department.
Brown's criminal history, as well as the crime for which he has now been charged, raises questions about Stokes' judgment and whether Brown should have been released.

Stokes is a magistrate judge for the Charlotte District in Mecklenburg County Court, North Carolina.
She has also been linked to a charity that provides mental health and addiction support by social media users, though Newsweek was unable to verify these claims.
In January 2025, Brown was arrested for alleged "misuse of the 911 system" and was released after signing a written promise to appear at his next court hearing, according to court documents signed by Stokes and seen by Newsweek.

"This is a tragic failure on several levels," Matthew Mangino, a former district attorney in Lawrence County, Pennsylvania, told Newsweek. "Judge Stokes is responsible for making bail decisions. The standard is 'will the accused appear for future proceedings' and 'is the accused a threat to the public.' It would appear that DeCarlos Brown, Jr. had a history of violent criminal conduct.
"The unseen failure is the dismantling of community mental health care. Brown has mental health problems. Was he receiving mental health treatment while on the street? Unfortunately, for some former offenders, the only place they receive mental health care is in jail or prison," he continued.
"Should a judge send someone 'accused' of a crime to jail simply because they are mentally ill?"
Attorney Bradley P. Moss told Newsweek: "Living in a free society, where innocence is presumed until guilt is proven and courts assess the criminal allegation in front of them, there are unfortunate and sometimes tragic situations that can result. Even assuming the career criminal description of Decarlos Brown is accurate, the magistrate cannot simply hold someone in pretrial detention for the fun of it.
"The magistrate had to consider the specific crime at issue (misuse of the 911 system), past convictions (which appear to have been more than 10 years earlier), feasibility of even a cash bond, and other related factors. Hindsight is 20/20, and maybe requiring completion of the competency evaluation prior to release would have been the better course of action, but it is not wildly outside the realm of legal procedures for this mistake to have occurred. Fear-mongering and politicization will not solve this nor bring back Iryna Zarutska."

The image in Post #4 did NOT appear in the film, and I viewed 2 versions of the film.

The image in Post #4 makes it appear that passengers on the train were AWARE of the killer, but contrary to that, from viewing the film, NO passengers showed any awareness at all of the killer when he lunged at the victim, stabbed her, or walked the train afterward. No one screamed, no one flinched, no one made an attempt to help her, no one made an attempt to corner and stop the killer afterward.

This was one of the most disturbing testaments to the "state of society" in terms of a killer in pubic, AND the non-response from the public to the crime.

The man accused of murder in the caught-on-video killing of a woman that's shocked the country claims it wasn't his fault.
In a recording of an Aug. 28 conversation at the jail, reported by the U.K.'s Daily Mail, Decarlos Brown Jr. told his sister that "materials used in my body stabbed the lady."
"You know that's not me," Brown said.
Brown is facing state and federal charges in the brutal stabbing death of Iryna Zarutska, a 23-year-old war refugee from Ukraine.
The two were aboard a light-rail public transit line in Charlotte, North Carolina, on the night of Aug. 22 when the utterly unprovoked attack occurred.
Brown can clearly be seen on surveillance footage drawing a knife from his pocket, standing up behind Zarutska, who was scrolling through her phone -- apparently oblivious to his presence, then stabbing her.
But to hear Brown tell it, he had no role in the killing.
"The material used in my body stabbed the lady," Brown said.
His sister, Tracey Brown, asked, “I’m just trying to understand, out of all people, why her?” Brown had no intelligible answer.

"Hey, it, I don't have nothing," he said.
“They just lashed out on them, that’s what happened," he said. "They lashed out on her ...
"Whoever was working the materials, they lashed out on her."
"Now they really gotta investigate what my body was exposed to ... Now they gotta do an investigation as to who was the motive behind what happened," he said, according to the Daily Mail.
After first being greeted with mainstream media silence, the Zarutska killing has become a national flashpoint.
President Donald Trump's administration has taken a strong interest in the crime, and Trump himself on Wednesday called for the death penalty in the case.
Tracey Brown, meanwhile, told the Daily Mail that her brother's mental illness is to blame for the killing.
Decarlos Brown was released from prison in 2022 after a five-year prison sentence for armed robbery, according to the New York Post.
Tracey Brown told the Daily Mail in an interview that her brother had been mentally ill since at least his prison release -- and that he had tried to have himself admitted to mental care several times.
"I strongly feel like he should not have been on the streets at all," she said, according to the Daily Mail.
"I'm going to be honest. I'm not blaming anyone for his actions, except for the state. I'm blaming the state for letting him down as far as seeking help.
"When you have mentally ill people seeking help, and you're running tests on them, and you clearly see that you are dealing with a psychosis on an acute level, you do not let them go back into society."
Her brother, she said, is one of those people.
"He was a high risk. He was not in his right mind. He was not safe for society," she told the Daily Mail.
"We know what he has been dealing with the last three years. And now an innocent woman is dead."

In NC, the maximum jail sentence is 17 years for armed robbery. He was surely out on release in 2020, and should have been sent back to the slammer. The dude was nuts and homeless, being kicked out of his house by his mom because of his violent tendencies. Make asylums great again.

Between the lines: Influential conservative social media accounts accused major national news outlets of not covering the racial dynamics of the Charlotte killing — a white victim and a Black suspect — with the same intensity as they did in the case of Daniel Penny.

Um, Axios’ only mention before their Republicans Pounce article was “Mecklenburg’s DA acknowledges criminal justice system gaps following light rail killing.” It’s barely being mentioned in the local Charlotte or Raleigh news. It was barely mentioned in the nation news.

What’s next: Trump won’t just discuss this case once, his team says. He’s going to keep highlighting crime because it’s important to him — and he believes it moves voters as the GOP tries to keep control of Congress in next year’s midterms.
“Crime is not a data thing — it’s a feeling thing,” the Trump adviser said. “Politicians don’t understand that it’s about how you feel when you walk on the subway platform.”

Crime is still mostly above the pre-pandemic level, and people feel it. They’ve seen it. Is it down? Many cities, like Seattle and Portland, have a much worse crime ranking now then at the start of COVID and BLM. They were both in the mid to upper 20s. Now they are 1 and 2 (100 is best). And the media wants to downplay what we see for their political purposes.
