Here is a way you can distribute fliers and get paid for it. The daily newspapers usually make delivery people "independent agents" and are then not employees. You can sign up for some morning deliveries and until they catch on, they will have to pay you for the deliveries you made. All the while, you can distribute fliers at the same houses you do morning papers. They are starving to death for delivery people. Here in Sac, they have perpetual ads running, and now there is a new twist. They run ads for independant distributors for "areas", which further insulates them from the "employee" designation. The distributors are responsible for the 10 or so delivery people, and if they hire improperly, they are the only one to blame supposedly.
In any case, pick up a route if you have opportunity.

This won't work everywhere, because some deliveries are by mail or some papers still pay delivery people like employees, and you may have different rules that restrict it if you sign up. It is a possibility though
