    My question is , who is hiring them ?
    Good question. Construction sub-contractors and landscapers are the two biggest users of day labor workers. And homeowners who need stuff hauled off to the dump.

    Find out who they are and have them give you quotes on doing work for you, then tell them you wont be using them because you hear that they us illegal labor....
