This issue centers around a "manipulation" of the Law.

There is the idea that you're born in a Country, so you're a Citizen.

But, if you abuse this idea and come to the Country illegally just to give birth and secure such a benefit, then that is NOT fulfilling the "Spirit of the Law."

This concept has moral roots, and morality is difficult to legislate.
