    his Issue: Will GOP resistance thwart their leaders plan to pass amnesty?
    We heard chatter this week about a plot by GOP House Leaders to insert an amnesty into the National Defense Authorization Act that will be marked up by the Armed Services Committee later this spring. While this threat is still very much alive, it received a lot of resistance on Thursday, in part because of your activism efforts. Our activist network has sent more than 50,000 faxes since we first alerted you to the threat yesterday!
    The rumored plan is to add either Rep. Jeff Denham's (R-Calif.) ENLIST Act or Rep. Mike Coffman's (R-Colo.) Military Enlistment Act to the Defense Authorization bill. Both bills would allow illegal aliens who came to the country at a young age to receive amnesty if they join the military.
    The threat, though, isn't just the more limited amnesty. Had either of the bills been attached to the Defense Authorization bill and approved by the House, Senate Majority Leader Harry Reid would have a House-originated "immigration bill" with which to attach the Senate-approved, Shumer-Rubio-Obama amnesty bill. This plot is another attempt by pro-amnesty GOP Leaders, including House Speaker John Boehner, to get their amnesty and massive increases in legal immigration.
    The first sign that the plot might be in trouble was when Rep. Jeff Duncan (R-S.C.) withdrew his name from the list of cosponsors to the ENLIST Act. Rep. Duncan called the attempt a "sneaky trick" and vowed to oppose the Defense Authorization bill if it contained an amnesty provision.
    Rep. Mo Brooks (R-Ala.), who also serves on the Armed Services Committee, circulated a letter on Thursday making his House colleagues aware of the plot. Resistance also came from Rep. Duncan Hunter (R-Calif.), Rep. Mike Turner (R-Ohio), Rep. John Fleming (R-La.), and Rep. Paul Cook (R-Calif.) who all serve on the Committee as well.
    But, until there is a statement from GOP House Leadership, Armed Services Committee Chairman Buck McKeon, or Judiciary Committee Chairman Bob Goodlatte that the amnesty will not be attached to the Defense Authorization bill, the threat still looms. We'll keep you updated on any developments, but in the meantime, if you have a GOP House Rep. and didn't send the faxes we posted yesterday urging him/her to tell House Leadership to abandon this plan, please visit your Action Board and do so today.
    IRS RULE UPDATE
    For the past several months, we've asked you to submit comments to the proposed IRS rule that would limit the activities of certain non-profit organizations, including NumbersUSA, in the weeks leading up to a federal election. Your efforts have paid off!
    IRS Commissioner John Koskinen spoke at the National Press Club earlier this week and announced that, while a rule was probably coming, it wouldn't be finalized before the end of the year. He cited the record number of comments as the reason for the delay. More than 150,000 comments were submitted to the proposed rule with most of in opposition.
    GOOD NEWS IN OREGON
    An ongoing battle to repeal Oregon's law that gives illegal aliens driving privileges had a small victory this week. Opponents of the law have been fighting to add a referendum to the ballot to repeal the law, but the law's supporters have fought the effort every step of the way.
    This week, the Oregon Supreme Court heard a challenge from the law's supporters to change the title of the ballot referendum to one more supportive of the law. The Court, however, threw out the challenge, allowing the proposed title "Provides Oregon resident driver card without requiring proof of legal presence in the United States" to stand.
    The referendum will appear on the ballot this November.

    Citing House Leaders’ Plot, Republican Drops Amnesty-Bill Sponsorship

    Rep. Jeff Duncan, R-S.C., dropped his co-sponsorship of an amnesty bill Republican leaders want to include in the Department of Defense authorization bill, Breitbart reports. Duncan said he was unaware of the plot and objected to adding the measure to an unrelated bill.

    Multiple news sources are reporting that the House GOP Leadership are working behind the scenes to insert an amnesty bill into the Defense Authorization bill, which will likely be marked up by the House Armed Services Committee this spring. The plan would include the ENLIST Act - a bill introduced by Rep.     CIS: 68,000 Illegal Aliens with Criminal Convictions Set Free in 2013

    A new report from the Center for Immigration Studies has determined that the Obama administration released 68,000 illegal aliens with criminal convictions in 2013. Additionally, Immigration and Customs Enforcement agents reported 722,000 encounters with illegal aliens in 2013, but only followed through with immigration charges for 195,000 of them. The conclusions are based on data from ICE's 2013 year-end "Weekly Departures and Detention Report."
