Should non-citizens be granted some citizenship rights by the state?
ALBANY, N.Y. - A state lawmaker has proposed granting sweeping citizenship rights to non-citizens, including the right to vote and to have access to college financial aid and health insurance programs, and the ability to apply for a driver's license.
What do you think?
The New York is Home Act, sponsored state Sen. Gustavo Rivera (D-Bronx), would provide benefits to non-citizens who meet certain criteria, including living in the state and paying taxes for at least three years.Non-citizens would then be granted a form of state citizenship that includes the right to vote in all state and local elections and hold certain public offices.Reporting without fear or favor-American Rattlesnake

Citizenship is the basis by which rights exist in the United States. Citizenship is what the revolution that gave birth the United States was all about. The constitution is the bulwark that protects citizens and their rights. The rights of US citizens are not contained in the constitution, just preserved by it.
Non-citizens exist in the United States as guests of citizens. Any guest in any country is subject to the laws of that country. While the laws are based on the rights of citizens, non-citizens do not assume the rights of citizens. There is only one law of the land and that is the law that governs citizens. The only time that non-citizens my assume they are protected as if they were citizens is when the laws are enforced against them. Where the law advances entitlements, non-citizens are not so entitled.
