The New York is Home Act, sponsored state Sen. Gustavo Rivera (D-Bronx), would provide benefits to non-citizens who meet certain criteria, including living in the state and paying taxes for at least three years.Non-citizens would then be granted a form of state citizenship that includes the right to vote in all state and local elections and hold certain public offices.
