    BACKDOOR FUNDING FOR CASA OF MARYLAND

    Millions of Americans are still out of work with no hope of employment. Home foreclosures are at sky high levels across the country with Maryland ranked in the top 10 states. The latest Census Bureau statistics show that the percentage of Americans in poverty rising to 14.3% in 2009, the highest level in decades and challenging levels not seen since the Johnson Administration.

    But fear not! The Administration has found another solution to help American workers. On September 9, the radical Hispanic Secretary of Labor, Hilda Solis, through her Occupational Safety and Health Administration awarded $8 million in grants to 45 organizations including nonprofit and community/faith-based groups, labor unions and other worthy organizations. The grants will "assist these organizations in providing safety and health training, and educational programs for workers and employers".

    Sounds great until you review the grant recipients list and see its the usual suspects of anti-American, pro-Democrat, pro-illegal alien support groups.

    Why are taxpayer dollars going to groups like CASA of Maryland (Central American Solidarity Association) to help train illegal alien workers in the construction, building and ground maintenance industry? Training for jobs that unemployed Americans want and need to keep their families afloat. And why provide the training in Spanish?

    The list includes a array of CASA clone illegal alien support groups from all corners of the country who run similar activities to undermine our laws, the job market for American citizens and waste taxpayer funds. Funds which should be used instead to detain, arrest and deport these illegal alien lawbreakers.

Training materials will be modified for low literacy and second language learners. Training will include OSHA, worker rights and reducing workplace injuries. The training and/or materials will be offered in English and Spanish.

    The grantee will assess worker needs and provide health and safety training to warehouse workers in San Bernadino and Riverside counties, California. The majority of workers are immigrant and minority, with limited English proficiency and low literacy. Training will include worksite safety and health hazards and prevention, and worker rights and responsibilities under OSHA.
    Farmworker Legal Services of New York, Inc Rochester NY $85,000 Pilot
    The grantee will assess worker needs and develop safety and health training for low literacy migrant and seasonal farm workers in Western New York. Training will include worker rights and OSHA, heat stress prevention, ergonomics, farm equipment safety, and pesticide safety. The training and/or materials will be offered in English and Spanish.
    Hispanic Resource Center of Larchmont and Mamaroneck Mamaroneck NY $85,000 Pilot
    The grantee will assess worker needs and develop workplace safety and health training for low literacy and limited English immigrant day laborers and domestic workers. Training will target Hispanic workers and small businesses in Westchester & Staten Island, NY. Training will focus on OSHA, worker rights and employer responsibilities, and safety and health hazards in their workplaces.
    Lake-Sumter Community College Leesburg FL $85,000 Pilot
    The grantee will assess worker needs and develop a training program on safe patient handling and movement practices for student nurses and health care providers in a three county area in Florida. The training and/or materials will be offered in English and Spanish.
    Make the Road New York Inc Brooklyn NY $85,000 Pilot
    The grantee will conduct a needs assessment to identify workplace hazards in small businesses located in New York City. Training will be developed for Latino immigrant workers and employers engaged in low-wage industries including restaurants, manufacturing, commercial laundry, and garment. The plan calls for integrating the safety materials into ESOL and job skills training classes.
    Miami Dade College Kendall Campus Miami FL $85,000 Pilot
    The grantee will conduct a needs assessment, develop and conduct training on workers rights, construction hazards and general industry hazards in three counties in Florida. The plan includes the creation of a web-based regional occupational health and safety resource center for employers. The training and/or materials will be offered in English, Spanish and Creole.
    Nebraska Appleseed Center for Law in the Public Interest Lincoln NE $85,000 Pilot
    The grantee will conduct a needs assessment to identify workplace safety and health hazards in the meatpacking industry in Nebraska. The target audience is immigrant, low-wage workers who are exposed to cold conditions, slippery floors and electric knives. The plan is to expand their internal capacity to deliver training at worksites in rural locations.
    Northwest Wisconsin Concentrated Employment Program, Inc Ashland WI $85,000 Pilot
    The grantee will conduct a needs assessment of manufacturers in two counties in Northwest Wisconsin including those in paper products, wood products, food processing and heavy equipment. Training topics will include ergonomics, equipment operation, and handling of hazardous chemicals. The program includes a train-the-trainer module.
    Telamon Corporation Raleigh NC $90,000 Pilot
    The grantee will conduct a needs assessment of poultry workers and employers in Maryland, Delaware, and Virginia. The training topics will be determined by the needs assessment but will include repetitive motion injuries. The target audiences are immigrant, limited English proficiency, and low-wage workers. The training and/or materials will be offered in English, Spanish and Creole.
    Western Iowa Tech Community College Sioux Falls IA $90,000 Pilot
    The grantee will assess worker needs and expand existing tower erection training into a Vertical Safety Training program for the growing industry of communications tower and wind power construction and maintenance. The training would also reach workers in the high-hazard industry of construction, and small to medium sized businesses.
    Winona O.R.C. Industries, Inc. Winona MN $85,000 Pilot
    The grantee will conduct a needs assessment and develop a workplace safety and health program that meets the needs of their client workers. The targeted audience is individuals with special needs including those with physical disabilities, developmental disabilities, and mental illness.
    Workers Defense Project Austin TX $85,000 Pilot
    The grantee will conduct a needs assessment and develop safety training modules focusing on Latino construction workers in Austin, Texas during the first year, then provide training in other geographic areas during following years. The plan is to conduct training through a train-the-trainer program.
    American Federation of Teachers Educational Foundation Washington DC $220,000 Developmental
    The grantee will expand the capacity of its safety and health program to prevent work-related illnesses and injuries among its members. The goal is to expand its network of trainers and to build the training capability of 28 joint labor-management committees and union committees.

    The grantee will train migrant farmworkers, construction workers, landscape workers and other low-wage workers employed outdoors in California regarding heat illness and heat stress prevention. The training and/or materials will be offered in English and Spanish.

    The grantee will provide training for high-risk Latino workers in the construction, building and grounds maintenance, agricultural, and warehouse industries in Maryland. Training will be offered through local community colleges and employment centers. Training will include a train-the-trainer module. The training and/or materials will be offered in English and Spanish.
    Compacion Foundation, Hispanic Contractors Association de Tejas Balch Springs TX $180,000 Developmental
    The Compacion Foundation along with Hispanic Contractors Association de Tejas (HCAT) will establish a Construction Compliance Training Center to address occupational safety and health issues within the construction industry. Training will target day laborers, hourly workers, and temporary workers. The training and/or materials will be offered in English and Spanish.
    Construction Advancement Foundation of Northwest Indiana Inc Portage IN $131,411 Developmental
    The grantee will develop and implement a training program on process safety management hazards in construction, specifically refinery operations. Training will include a train-the-trainer module. The training and/or materials will be offered in English and Spanish.
    Construction Safety Council Hillside IL $200,000 Developmental
    The grantee will partner with the Hispanic Council to create a "Safety Training Resource Center" that targets Hispanic and immigrant workers. Training will be developed and delivered with sensitivity to multicultural and multilingual issues. Existing training materials will be translated into Spanish.
    El Centro Humanitario Para los Trabajadores Denver CO $190,000 Developmental
    The grantee will train informal day laborer and domestic workers and employers through face-to-face and web-based training. Will mostly use existing training materials but plan to produce several short educational videos using local workers. The training and/or materials will be offered in English and Spanish.
    Farmworker Justice Washington DC $230,000 Developmental
    The grantee will coordinate with three community-based partners to provide pesticide safety training and education to high-risk farmworkers via community health workers. The training will emphasize farmworker rights and filing an OSHA complaint.
    Georgia Tech Applied Research Corporation Atlanta GA $220,000 Developmental
    The grantee will create the Southeast Center for Young Worker Safety and Health Center to provide training, educational resources, technical experts, and online resource center for young workers, parents, teachers, and employers. The Center will build a distinct young worker safety certificate program and integrate it with technical educational curricula in the Southeastern states.
    Idaho State University Pocatello ID $190,000 Developmental
    The grantee will train small manufacturers and fire/emergency service workers and employers through face-to-face and distance learning. The grantee will create an Occupational Safety Training Center which will focus on the use of distance learning. The training and/or materials will be offered in English and Spanish.

    The grantee will increase the organization’s national capacity, increase worker centers, and expand training in five industries including construction, food processing, landscaping, office cleaning, and auto repair. The grantee will target Latino, immigrant, low wage, youth, and low literacy workers. The training and/or materials will be offered in English, Spanish and Polish.

    The grantee will conduct training that targets high-risk immigrant workers, especially those with limited English proficiency. The training program will be implemented by seventeen local affiliates. The grantee will also translate their existing website into Spanish.

    The grantee, a coalition of seven organizations, will provide occupational safety and health training to hard-to-reach immigrant day laborers. Training will include a train-the-trainer module.     The grantee will provide training on worker rights and employer responsibilities, workplace hazards, and safety and health committees to affiliated unions with high-risk workers. The training and/or materials will be offered in English and Spanish.
    New Jersey AFL-CIO Trenton NJ $200,000 Developmental
    The grantee plans to expand its occupational safety and health consultation and training program in New Jersey by creating training partnerships with food warehousing and supermarket employers. They plan to establish joint labor-management safety and health committees in four warehousing facilities. The training and/or materials will be offered in English and Spanish.
    Operating Engineers Local 150 Apprenticeship Fund Wilmington IL $166,326 Developmental
    The grantee will provide training on fall protection, confined space, and the new OSHA standard on cranes and derricks. Plan includes updating current training materials to comply with the new OSHA standard. The training and/or materials will be offered in English and Spanish.
    Operative Plasterers and Cement Masons International Assoc Beltsville MD $200,000 Developmental
    The grantee will develop training and materials on employee rights and employer responsibilities, hexavalent chromium, toolbox talks, and a trainer program. These topics will be integrated into apprenticeship training programs and Job Corps training programs. The training and/or materials will be offered in English and Spanish.
    Port of San Diego Ship Repair Association San Diego CA $180,000 Developmental
    The grantee will build upon their previous Harwood grants by designing and implementing a Shipyard Training Center to support ongoing safety training for small shipyard sub-contractors at the four Master Ship Repair yards in the San Diego area. The training and/or materials will be offered in English and Spanish.
    Roofers and Waterproofers R&E Joint Trust Washington DC $150,000 Developmental
    The grantee will provide fall protection training to union members working in commercial and residential roofing throughout the United States. Training will include a competent person fall protection course. Plan on developing a web-based Trainers Exchange and Resource Center to support trainers. The training and/or materials will be offered in English and Spanish.
    SEIU (Service Employee International Union) Education and Support Fund Washington DC $215,000 Developmental
    The grantee will provide 2-hour training sessions to address the needs of healthcare workers in Michigan, New York and California. Training will include safe patient handling and bloodborne pathogens. The training and/or materials will be offered in English, Spanish, Russian and Chinese.
    Steelworkers Charitable and Educational Organization Pittsburgh PA $207,000 Developmental
    The grantee will develop culturally and linguistically appropriate health and safety education and technical assistance that address the needs of USW and CWA members. The targeted audiences are high-risk, underserved, immigrants, Spanish-speaking, and limited English proficiency workers.
    The Regents of the University of California Berkeley CA $220,000 Developmental
    The grantee will provide 2-hour training sessions to hard-to-reach workers and youth workers in the nail salon and restaurant industries. The program includes a train-the-trainer module. The training and/or materials will be offered in English and Spanish.
    The Regents of the University of California Los Angeles CA $220,000 Developmental
    The grantee will work with local labor federations and unions to assist them in institutionalizing health and safety training for low wage and immigrant workers in Southern California. The target audiences are workers in hotel, car wash and waste/recycling and high-hazard industries.
    The University of Texas at Arlington Arlington TX $220,000 Developmental
    The grantee will provide training to high-hazard long term care workers and employers on workplace safety and health hazards, worker rights and employer responsibilities under the OSH Act. Training will include a worker session, a train-the-trainer course, and webinars. Trainers will receive a tool kit to assist them in training.
    Timber Products Manufacturers, Inc. Spokane WA $220,000 Developmental
    The grantee will build upon a current Harwood Grant and develop face-to-face courses, videos for video conferencing, and seven online courses on topics of logging safety for workers in remote locations. The online course will be interactive and scenario-based using adult learning principles.
    United Food and Commercial Workers International Union Washington DC $220,263 Developmental
    The grantee will provide training to employers and high-risk union workers in the meatpacking, poultry, and food processing industries. Training will include worker rights, lockout, amputation hazards, ergonomics, and process safety management. The training and/or materials will be offered in English and Spanish.
    West Virginia University Research Corporation Morgantown WV $220,000 Developmental
    The grantee will provide safety and health training to high-risk small businesses and workers on 24 identified workplace hazards. Existing materials will be used in training. The program includes a train-the-trainer module. The plan includes consultation services such as safety audits, sampling and monitoring.
