    The SAVE Act does not fund the existing fencing requirement authorized, but not funded, last year by Congress.

    The SAVE Act only authorizes "additional fencing (aesthetic fencing in business districts) in urban areas of the border."

    The SAVE Act, instead of fencing, proposes to strengthen the rest of the border with "vehicle barriers.

    SAVE Act Introduced in the Senate

    (November 19) Last week two versions of Rep. Heath Shuler’s (D-N.C.) SAVE Act (Secure America with Verification Enforcement [H.R. 4088]) were introduced in the Senate by Senators Mark Pryor (D-Ark.), Mary Landrieu (D-La.) and David Vitter (R-La.).

    The Pryor/Landrieu bill is S. 2368 and Sen. Vitter's bill is S. 2366. Both bills are identical and have been endorsed by NumbersUSA.

    The SAVE Act will require all employers to use the electronic verification system to keep illegal aliens out of U.S. jobs. NumbersUSA believes that this legislation originating on the Democratic side of the House is just the vehicle to give us a chance to actually pass immigration legislation through a Democratic-controlled Congress that would significantly improve the lives of most Americans. "It's the one [immigration] bill that will pass this Congress," said Congressional Immigration Reform Caucus Chairman Brian Bilbray (R-Calif.) in an interview with The Hill. "We have to make this about illegal employment and crack down on employers."

    Rep. Heath Shuler (D-N.C.) introduced the SAVE Act (H.R. 408 on Tuesday, November 6, emphasizing the principles of Attrition Through Enforcement (click here to read his press release). The SAVE Act will broaden and enhance border security and interior enforcement. With a number of border security Democrats and Republicans already agreeing to co-sponsor, this bipartisan effort may be Congress’s best chance to achieve substantial immigration reform this Congress.     The principle behind Attrition Through Enforcement is that living illegally in the United States will become more difficult and less satisfying over time when the government – at ALL LEVELS – enforces all of the laws already on the books. It is also imperative that the government with the full cooperation of the private sector, implements certain workplace enforcement measures. The goal is to make it extremely difficult for unauthorized persons to live and work in the United States. There is no need for taxpayers to watch the government spend billions of their dollars to round up and deport illegal aliens; they will buy their own bus or plane tickets back home if they can no longer earn a living here.

    We know Attrition Through Enforcement works because, in states that have passed tough new laws to penalize employers of and deny public benefits to illegal aliens, the illegal aliens began to move out of those states, often before the new laws are even implemented. As it currently stands, almost 200,000 illegal aliens self-deport from the United States every year, but imagine how many more would leave if our government refused to award illegal aliens another amnesty, mandated all employers to verify a person’s eligibility to work here, cracked down on identity fraud and enabled local police to easily transfer illegal aliens in their custody to Immigration and Customs Enforcement (ICE) officials.

    Among many detailed border security provisions stressing more agents and better technology at minimal operating costs, the SAVE Act would:

    increase border patrol agents by 8,000, utilize new technology and fencing to secure the border;

    expand specialized enforcement programs, such as the "Tunnel Task Force";

    and, address the "jobs magnet" by strengthening The Employment Verification Program (E-Verify) to close security gaps, address loopholes, and make it mandatory for employers.

    The E-Verify program provides employers with an inexpensive, quick, and accurate way to verify employee eligibility. E-Verify has already achieved tremendous success, but is currently voluntary and offers little incentive for employers to participate. This puts users at an economic disadvantage when it is only being used by a fraction of U.S. employers and competitors continue to hire illegal aliens.

    Last, but not least, the SAVE Act would address interior enforcement by employing more ICE agents, training additional state and local law enforcement personnel, and expediting the removal of illegal aliens by expanding detention capacity and increasing the number of Federal District Court Judges. Furthermore, this legislation would begin a targeted media campaign to inform illegal aliens of new laws and penalties, while also informing employers of penalties for hiring illegal immigrants.

    Send a fax to your Member of Congress to cosponsor this legislation, or thank your Member who is already a cosponsor in order to help expedite the Committee process so we can have true immigration reform in the 110th Congress.

    President Bush and the rest of the open borders crowd constantly tell the American people that there are only two solutions to our nation's illegal alien crisis – give illegal aliens amnesty or round them up and deport them. This is a diversionary tactic to draw public attention away from the most effective and efficient solution – Attrition Through Enforcement.

    ONE OF THE LIES BEING TOLD, THAT SAVE DOESN'T "PAY FOR SECURING THE BORDER"

    SEC. 154. AUTHORIZATION OF APPROPRIATIONS.

    There are authorized to be appropriated to the Secretary of Homeland Security to carry out this Act $200,000,000 for fiscal year 2008 and each succeeding fiscal year.

    As suggested on the other thread, same propaganda, here is the link to the bill. I don't know who is behind this campaign against the ATTRITION OF ILLEGAL ALIENS, BUT I HOPE NO ONE FALLS FOR IT.
